论地方民族院校卓越法律人才的培养模式改革与创新

【摘要】：少数民族高等教育是我国整个高等教育系统中的一个重要的有机组成部分,肩负着为国家尤其是民族地区培养高层次人才的重任。其中,地方民族院校是不可或缺的一部分,在为民族地方培养人才方面具有不可替代的作用。但目前地方民族院校法学专业在人才培养方面存在一系列问题:一是在培养目标上定位不准,重学术教育轻职业教育;二是在培养模式上重知识传授轻能力培养;三是在实践教学上缺乏系统设计和考评机制等。为此,应当根据国家"卓越法律人才"内涵的精神,进行全方位改革和创新:明确培养民族地区法律人才的目标定位;构建全新的一体化实践育人体系;贯彻人本教育理念,充分尊重学生的主体性;充分利用民族地区的社会资源发挥协同育人功能;注重民族文化教育,培养学生对民族理论与政策、民族法律法规以及风俗习惯的了解,并增强学生的跨文化认同和交流等。如此方能真正培养民族地区社会所需要的卓越法律人才,有效提升地方民族院校法学专业人才的适应力和竞争力,从而为促进民族地区的法治建设和社会建设提供有力的智力支持和人才保障。
[Abstract]:The higher education of ethnic minorities is an important part of the whole higher education system of our country, which shoulders the important task of cultivating high-level talents for the country, especially in the minority areas, among which, the local ethnic colleges and universities are an indispensable part. At present, there are a series of problems in the field of talent training in the law major of local ethnic colleges and universities: first, the orientation of the training goal is not correct, and the academic education is less important than the vocational education; The second is the emphasis on knowledge teaching and the training of ability, and the third is the lack of systematic design and evaluation mechanism in practical teaching. Therefore, the spirit of the connotation of "outstanding legal talents" in the country should be taken into account. Carry on omni-directional reform and innovation: make clear the target orientation of training legal talents in minority areas; construct a new integrated practice education system; carry out the concept of humanism education and fully respect the subjectivity of students; To make full use of social resources in ethnic areas to play a coordinated role in educating people; to pay attention to ethnic culture education and to foster students' understanding of national theories and policies, national laws and regulations, and customs and habits, And strengthen students' cross-cultural identity and communication. Only in this way can we really train the outstanding legal talents needed by the society in the ethnic minority areas, and effectively enhance the adaptability and competitiveness of the law professionals in the local ethnic minority colleges and universities. Thus, it can provide strong intellectual support and talent guarantee for promoting the construction of rule of law and social construction in minority areas.
