论京津冀协同发展的立法保障

【摘要】:京津冀协同发展国家战略是对三地以往发展模式的重大变革。合理借鉴我国区域立法协调的有益经验以促进京津冀协同立法的有效开展具有重要意义。立法模式选择的科学与否,直接关系到法律制度创建与法治系统运行的效果。基于京津冀协同立法的实际需要和模式创新,应该选择中央专门立法、地方协作立法和地方单行立法相结合的立法模式。同时,需要建立京津冀区域立法协调机构,搭建京津冀区域立法信息交流共享平台,确立京津冀协同立法工作机制,创新京津冀协同立法备案制度等保障机制。
[Abstract]:The national strategy of coordinated development between Beijing, Tianjin and Hebei is a major change to the past development models of the three places. It is of great significance to use the beneficial experience of regional legislative coordination for reference in order to promote the effective development of the coordinated legislation of Beijing, Tianjin and Hebei. The science of choice, It is directly related to the effect of the establishment of the legal system and the operation of the rule of law system. Based on the actual needs of the Beijing-Tianjin-Hebei coordinated legislation and the innovation of the mode, we should choose the special legislation of the central government. At the same time, it is necessary to set up the coordination organization of Beijing, Tianjin and Hebei regional legislation, to set up the platform of information exchange and sharing of legislation in the region of Beijing, Tianjin and Hebei, and to establish the working mechanism of Beijing, Tianjin and Hebei cooperation legislation. Innovation Beijing, Tianjin and Hebei coordinated legislation filing system and other safeguard mechanisms.
