新时期我国普法教育中存在的问题及改进措施

【摘要】:普法教育始于1985年,是由政府主导面向“一切有接受能力公民”法治宣传教育工程。五年一期,连续六轮,于2015年结束。三十年“运动式”发展,以一种独特的方式诠释中国的法治历程。普法教育是通向法治中国的必经之路,由此形成的公民与政府及公民之间的有序合作,是社会治理模式重构的需求。普法教育本身既是一个社会问题,更是公民形成法治思维伦理的重要途径。本文主要包括四部分:绪论部分,介绍新时期我国普法教育发展的研究目的与意义;研究现状和文献综述,从普法教育本体研究、跨学科研究和问题研究等角度梳理国内外学者的相关论述进行梳理;阐释研究思路和方法,介绍重点、难点和创新点。第一章,新时期我国普法教育概述,介绍了普法及普法教育的内涵,普法教育的目标要素;将1985年我国普法教育开展以来的历史发展过程进行了梳理和回顾。介绍了我国普法教育特征,多样化与规范化统一、对象普及化与重点化统一。第二章,阐述现阶段我国普法教育存在的问题及原因。问题主要包括不同主体和受众的认识误区,普法教育供求错配问题,重点展现了普法教育的难点即农民和城市流动人口的普法教育缺乏针对性,普法内容和载体与现实需求存在偏差,普法教育评价可信度差。存在这些问题的原因主要包括,普法教育观念转型与时代发展脱节,普法教育中的政府供给与公民需求脱节。第三章,着重介绍了解决我国普法教育存在问题的改进措施。制定面向需求进行理论定位,基于普法教育供给与需求平衡的制度设计,构建适应时代发展的普法教育体系。
[Abstract]:The education of popularizing law, which began in 1985, is an educational project directed by the government in the direction of "all citizens with ability to accept". Five years, six consecutive rounds, ended in 2015. Thirty years of "sports" development, in a unique way to interpret the course of China's rule of law. Law popularization education is the only way to rule by law in China. The orderly cooperation between citizens, government and citizens is the demand of the reconstruction of social governance model. Legal popularization education is not only a social problem, but also an important way for citizens to form ethics of thinking by law. This article mainly includes four parts: the introduction part, introduces the research purpose and significance of the development of the universal law education in our country in the new period, the research present situation and the literature summary, studies from the legal popularization education ontology research, From the perspective of interdisciplinary research and problem research, this paper combs the related expositions of scholars at home and abroad, explains the research ideas and methods, introduces the key points, difficulties and innovations. The first chapter is an overview of the popularization of law education in China in the new period. It introduces the connotation of law popularization education and its target elements, and reviews the historical development process of law popularization education in China since 1985. This paper introduces the characteristics of universal legal education in China, the unity of diversification and standardization, and the unity of popularization and emphasis of objects. The second chapter expounds the problems and causes of law-popularization education in our country at the present stage. The problems mainly include the misunderstanding of different subjects and audiences, the mismatch between supply and demand of law popularization education, and the emphasis on the difficulty of law popularization education, that is, the lack of pertinence of law popularization education for farmers and urban floating population. There is a deviation between the content and carrier of universal law and the actual demand, and the credibility of the evaluation of universal law education is poor. The main reasons for these problems include the disconnection between the transformation of the concept of universal legal education and the development of the times, and the disconnection between the supply of government and the demand of citizens in the education of popularizing law. The third chapter mainly introduces the improvement measures to solve the problems in the education of popularizing law in our country. Based on the system design of the balance of supply and demand of universal law education, the system of universal law education should be set up to adapt to the development of the times.
