论公众共用物的可持续供给

【摘要】：环境资源生态保护工作和环境资源生态法律中的环境、自然资源、生态系统,主要属于公众共用物。根据公众共用物的性质、特点、形态和功能,以及保护、使用、治理、供给和服务的实际需要,可以将公众共用物进行类型化,即将各种公众共用物归纳为不同的类型。从当代中国有关公众共用物的良法善治的迫切性和实用性角度看,应该重点制定城镇公众共用物的供给标准,解决城市公众共用物的有效供给问题,有计划有步骤地建立健全城市公众共用物的标准体系,全面解决城市公众共用物的有效保护、利用、治理、供给、监测、评价和管理等问题。
[Abstract]:The environment, natural resources and ecosystem in the environmental resources ecological protection work and the environment resources ecological law, mainly belong to the public common thing. According to the nature, characteristics, forms and functions of public Commons, as well as the actual needs of protection, use, governance, supply and service, public common objects can be classified into different types. From the point of view of the urgency and practicability of good law and good governance of public Commons in contemporary China, we should focus on formulating the supply standards of urban public Commons and solving the problem of effective supply of urban public Commons. In order to solve the problems of effective protection, utilization, governance, supply, monitoring, evaluation and management of urban public Commons, we should establish and perfect the standard system of urban public Commons step by step.
