【摘要】：户籍管理承担着维护社会秩序、保护公民权益、服务社会主义建设的基本任务,是国家行政管理的重要组成部分。随着改革开放的不断深入,产生于计划经济时期的“二元结构”户籍管理制度逐步显现出它的弊端,越来越不适应现代社会经济发展的需要。因此户籍管理制度改革在所难免、势在必行。在这样的情境之下,开展对户籍制度改革过程中面临的问题研究,提出相应的对策,显然具有重要意义。本文共由四个部分构成：第一部分为“绪论”。该部分简要阐释了本文的选题背景及研究意义,对国内外的相关研究进行了梳理,阐明了本文的研究思路和研究方法,并就本文可能的创新之处进行了说明。第二部分为“户籍制度改革概述”。该部分分为四个小节,第一小节是关于户籍制度的概念界定与理论阐释；第二小节简要分析了我国户籍管理的历史沿革和改革发展的基本历程：第三小节通过对“人权理论”、“制度变迁理论”等相关理论的分析借鉴,明晰了我国户籍管理中的问题及未来户籍制度改革的方向；第四小节详细阐述了推进户籍管理制度改革的必要性和社会意义。第三部分为“户籍制度改革面临的主要问题”。该部分具体审视和剖析了当前户籍制度改革面临的三大方面问题,一是地区之间经济发展不均衡的问题,二是城市公共资源供给的压力问题,三是户籍捆绑的利益链束缚问题,利益链问题中又包含了“土地利益链、免费教育利益链、医疗保障利益链、社会保障利益链”等四个方面的问题。第四部分为“深化户籍制度改革的对策建议”。该部分针对我国当前户籍制度改革中面临的突出问题,在借鉴我国一些改革试点地区有益经验的基础上,探讨并提出深化户籍制度改革的五条对策,即：(1)完善户籍管理的立法；(2)彻底打破户籍二元结构；(3)降低大型城市的准入门槛；(4)加快中、小型城市建设；(5)全面推进“居住证”制度。
[Abstract]:Household registration management undertakes the basic task of maintaining social order, protecting the rights and interests of citizens and serving the socialist construction. It is an important part of the national administration. With the deepening of reform and opening up. The "dual structure" household registration management system, which was born in the planned economy period, gradually shows its malpractice and becomes more and more unfit for the needs of the development of modern society and economy. Therefore, the reform of the household registration management system is inevitable. It is imperative to carry out the research on the problems in the reform of the household registration system in such a situation and put forward the corresponding countermeasures. This paper is composed of four parts: the first part is "introduction". This part briefly explains the background and significance of this topic, and combs the related research at home and abroad. This paper clarifies the research ideas and research methods, and explains the possible innovations of this paper. The second part is "Overview of the reform of the household registration system", which is divided into four sections. The first section is about the definition of the concept of household registration system and theoretical interpretation; The second section briefly analyzes the history of household registration management in China and the basic course of reform and development: the third section through the "human rights theory", "institutional change theory" and other related theories for reference. It clarifies the problems in the household registration management and the direction of the reform of the household registration system in the future. Section 4th elaborates in detail the necessity and social significance of promoting the reform of the household registration management system. The third part is "the main problems facing the reform of the household registration system". This part specifically examines and analyzes the three major problems facing the current reform of the household registration system. One is the imbalance of economic development between regions, the other is the pressure of urban public resource supply, and the third is the binding of interest chain of household registration, which contains the "land interest chain". Free education benefit chain, medical security benefit chain. The 4th part is "the countermeasures and suggestions to deepen the reform of the household registration system". This part aims at the outstanding problems in the current reform of the household registration system in our country. On the basis of the beneficial experience of some pilot areas of reform in China, this paper discusses and puts forward five countermeasures for deepening the reform of the household registration system, that is, the legislation of perfecting the household registration management. (2) to completely break the dual structure of household registration; (3) lowering access barriers for large cities; (4) speeding up the construction of small and medium-sized cities; Promote the "residence permit" system in an all-round way.
