【摘要】：我国政府行政管理职能的核心工作之一就是户籍管理,政府以户籍制度为划分依据为城乡群众提供不同的公共服务。我国户籍制度从1958年正式确立形成至今已历经近60年发展,其对经济社会的积极作用越来越少,消极作用越来越多,已难以满足经济全球化背景下资本对廉价劳动力自由流动的要求。户籍制度改革已被列为全面深化改革的重要内容之一。我国政府近年来立足国情,创新改革方式方法,制定户改方针政策,积极开展户改试点。鄂尔多斯市作为我国西北一座典型的中小城市,其户籍制度改革既紧紧围绕国家政策制定,又结合自身实际对改革方式方法进行创新。文章以对鄂尔多斯市人口资料分析、户籍制度总结及改革政策文件系统梳理为突破口,对公安、社保、教育、医疗等政府职能部门进行系统调研,分析户籍制度对公共服务均等化的阻碍,总结户籍改革的经验教训。在此基础上,探索研究深化鄂尔多斯市户籍制度改革的必要性及对应措施。文章主要从四个方面进行阐述。第一部分系统梳理了鄂尔多斯市户籍改革的历史沿革,并对文中涉及概念进行解释。第二部分对鄂尔多斯市的户籍改革现状、问题及必要性进行了分析,找出了户改的积极和消极因素。第三部分对鄂尔多斯市户籍管理改革面临问题的原因进行了细致的分析研究。第四部分针对鄂尔多斯市户籍制度改革的宏观背景、出现的问题提出建议,尽快配套相关改革措施,持续推进新型城镇化建设,统一城乡户口登记制度,全面实施居住证制度,稳步推进城镇公共服务全覆盖,农牧区土地、房屋有序流转,集体收益、福利公平分配等农牧民关心的问题。
[Abstract]:One of the core tasks of our government's administrative function is household registration management, and the government provides different public services to the urban and rural people on the basis of the household registration system. The household registration system in China has been developed for nearly 60 years since it was formally established in 1958. Its positive and negative effects on the economy and society are becoming less and less. It is difficult to meet the demand of free flow of cheap labor under the background of economic globalization. The reform of household registration system has been listed as one of the important contents of comprehensive deepening reform. In recent years, the Chinese government bases itself on the national conditions, innovates the ways and methods of reform, formulates the household reform principles and policies, and actively carries out the pilot projects of household reform. Ordos as a typical small and medium-sized city in northwest China, its household registration system reform not only closely revolves around the national policy formulation, but also innovates the reform method combining with its own reality. Based on the analysis of the population data of Ordos, the summary of the household registration system and the system of reform policy documents as a breakthrough, the article systematically investigates the public security, social security, education, medical and other government functional departments. This paper analyzes the hindrance of the household registration system to the equalization of public services, and summarizes the experience and lessons of the household registration reform. On this basis, this paper explores the necessity and corresponding measures of deepening the reform of Ordos household registration system. The article mainly carries on the elaboration from four aspects. The first part systematically combs the historical evolution of Ordos household registration reform and explains the concepts involved in this paper. The second part analyzes the status quo, problems and necessity of household registration reform in Ordos, and finds out the positive and negative factors of household reform. In the third part, the causes of the problems in Ordos household registration management reform are analyzed and studied in detail. The fourth part of the macro background of Ordos household registration system reform, problems, as soon as possible supporting the relevant reform measures, continue to promote new urbanization, unified urban and rural household registration system, comprehensive implementation of the residence permit system. We will steadily promote the full coverage of public services in cities and towns, the orderly circulation of land and houses in farming and pastoral areas, collective income and fair distribution of welfare, and other issues of concern to farmers and herdsmen.
