【摘要】：香港警察在组织结构、职位结构、文职制度、编制管理、教育训练、刑事调查、行动指挥等方面的管理与改革都具有自己的特点,能给中国内地的公安改革以多方面的启示:将微观层级结构改革作为今后的改革重点,与公安职务等级制度改革同步配套进行;建立警衔主导的等级制度,明确领导职数和职位类别及职位员额比例;切实实行分类管理,设立文职机构,析置文职岗位;健全公安编制管理体制,把职位管理作为工作重点,积极推进编制管理的标准化建设;实行训练与人事并立的组织体制,建立管理与实务相统一的公安训练体制,确立训练实战部门的权威,突出抓好实战化训练;实行"五侦合一"的组织架构,把预防犯罪作为刑事调查工作的重要内容;行动指挥上实行"警队模式",实行
[Abstract]:The management and reform of the Hong Kong police in terms of organizational structure, post structure, civilian system, establishment and management, education and training, criminal investigation, operational command and so on have their own characteristics. It can enlighten the public security reform in the mainland of China in many aspects: to make the reform of the micro level structure the key point of the future reform, to carry out the reform in parallel with the reform of the rank system of public security posts; and to establish a hierarchy system dominated by the police rank.
