成都市WH区公安分局激励措施构建的案例研究

【摘要】:随着我国市场经济体制的不断完善,政府改革的深入,激励问题得到了各国政府的高度重视,激励措施的构建、手段的实施,作为公务员制度的重要组成部分,无论是政界还是学界都给予了大量的思考。公安机关作为政府部门和政法机关的重要组成部分,从20世纪70年代末开始,便注重警力资源的优化整合,奖惩激励逐步建立健全。近年来,WH区公安分局在市委、市政府和上级公安机关的正确领导下,以科学发展观为指导,以争先创优为目标,实施了一系列激励措施,获得了一定的成效,但公安工作面临大量新情况、新问题,难以适应新形势对公安工作提出的新要求,如何从最大限度地激发、引导民警在工作中的积极性,提高警察的主观能动性,激发、引导、保持和归化警察的行为,进而激励和约束警察认真履行维护社会安全的职责,已经成为当前公安队伍建设与队伍管理需要研究的重大课题。本文从激励的相关理论入手,就现代管理学针对人才方面的方法,介绍了关于公安系统的激励措施的相关概念,对成都市WH区公安分局激励措施体系的构建予以深入剖析,并将我国公安系统激励措施与国外典型代表以及香港特别行政区激励措施进行对照,分析其普遍做法、发展趋势、各自的特点、优势和不足,为积极推进WH区公安分局激励措施的改革与完善提供理论支持和实践经验。以WH区公安分局激励措施体系的实际情况为例,分析了该局警员工作在考核、奖惩、晋升、工资福利等方面的激励现状,提出了构建激励措施的目标和建议,论述了在基层实践中,如何树立落实科学的发展观和正确激励理念,完善工作目标激励、绩效考核与竞争危机、薪酬奖惩与抚恤制度、轮岗培训与警营文化建设、领导榜样行为与尊重沟通等队伍常态管理措施的基本原则,激发警员自身内在激励因素的作用,真正发挥出激励措施所带来的巨大效能。
[Abstract]:With the continuous improvement of the market economy system and the deepening of the government reform, the incentive problem has been attached great importance to by the governments of all countries. The construction of incentive measures and the implementation of the means are important components of the civil service system. Both political and academic circles have given a lot of thought. As an important part of the government departments and the political and legal organs, the public security organs have paid attention to the optimization and integration of police resources since the end of the 1970s, and the incentives for rewards and punishments have been gradually established and perfected. In recent years, under the correct leadership of the municipal party committee, the municipal government and the public security organs at higher levels, under the guidance of the scientific concept of development and the goal of striving for excellence, the WH District Public Security Sub-Bureau has implemented a series of incentive measures, which have achieved certain results. However, the public security work is faced with a large number of new situations and new problems. It is difficult to adapt to the new demands on the public security work. How to stimulate and guide the police's enthusiasm in the work to the maximum extent, and to enhance the subjective initiative, stimulate and guide the police, To maintain and domesticate the behavior of the police, and then to encourage and restrain the police to carry out the duty of maintaining social security seriously, has become an important subject that needs to be studied in the construction and management of the police force at present. Starting with the relevant theory of motivation, this paper introduces the relevant concepts of the incentive measures of the public security system in the light of the methods of modern management for talents, and deeply analyzes the construction of the incentive measures system of the Public Security Sub-Bureau of Chengdu's WH District. And compare the incentive measures of China's public security system with those of typical representatives of foreign countries and the Hong Kong Special Administrative region, and analyze their general practices, development trends, respective characteristics, advantages and disadvantages. It provides theoretical support and practical experience for actively promoting the reform and perfection of the incentive measures of WH district public security bureau. Taking the actual situation of the incentive measure system of WH district public security bureau as an example, this paper analyzes the present situation of the police officer's incentive system in the aspects of examination, reward and punishment, promotion, salary and welfare, and puts forward the goal and suggestion of constructing the incentive measure. This paper discusses how to set up and implement the scientific concept of development and correct incentive idea, perfect the work goal incentive, the crisis of performance appraisal and competition, the system of salary reward and punishment, the system of compensation, punishment and compensation, the rotation training and the culture construction of police camp in the practice at the grass-roots level. The basic principle of normal management measures such as leadership model behavior and respect for communication can stimulate the role of internal motivating factors of police officers and bring into full play the great efficiency brought by the incentive measures.
