【摘要】： 近年来,随着国际局势的发展及中亚各国政治、综合经济形势明显向好,中亚国家在国际中的地缘政治地位更加重要,对世界经济的贡献也更多,尤其是吉尔吉斯斯坦作为中亚五国中唯一加入WTO的国家,市场开放程度更高,对外资的需求更迫切。而中国西部大开发战略的实施,也显示出了同中亚几个邻国之间尤其是吉国发展经贸关系的迫切性。同时,这两种迫切性之间存在利益需求的吻合。在迫切性的驱使下,对吉国投资环境的分析更加必要,其中投资法律环境是重中之重。本文以吉尔吉斯的投资法律环境为视角,旨在理论研究的基础上,以吉国的法律为基本资料,结合时事新闻、数据,对投资法律环境因素进行逐项分析与探究,最终得出对吉国投资法律环境的总体评价。吉国投资法律环境总体比较优良,立法法律制度完善、立法先进、执法严格、司法制度健全、公民普遍守法,同时也存在执法腐败、公民守法意识淡薄的缺陷。通过对吉国投资法律环境的评价,期望投资者对吉国投资环境有更深层的了解,给予投资者以决策的参考,帮助投资者规避风险,获得利益最大化。
[Abstract]:In recent years, with the development of the international situation and the politics of the Central Asian countries, the comprehensive economic situation is obviously improving, the geopolitical status of the Central Asian countries is more important in the world, and the contribution to the world economy is also more. In particular, Kyrgyzstan, as the only country among the five Central Asian countries to join the WTO, has a higher degree of market opening and a more urgent need for foreign investment, and the implementation of the strategy of developing the western region of China. It also shows the urgency of developing economic and trade relations with several neighboring countries of Central Asia, especially Kyrgyzstan. At the same time, there is a coincidence of interest demand between the two imperatives. It is more necessary to analyze the investment environment of Kyrgyzstan, in which the legal environment of investment is the most important. This paper takes the investment legal environment of Kyrgyzstan as the angle of view, aiming at theoretical research and taking the law of Kyrgyzstan as the basic material. Combined with current affairs news and data, the investment legal environment factors are analyzed and explored one by one. Finally, the overall evaluation of the investment legal environment in Kyrgyzstan is obtained. The overall investment legal environment in Kyrgyzstan is relatively good. The legislation legal system is perfect, the legislation is advanced, the law enforcement is strict, the judicial system is sound, the citizen generally obeys the law, at the same time also exists the law enforcement corruption, the citizen obeys the law consciousness weak flaw. Investors are expected to have a deeper understanding of the investment environment in Kyrgyzstan, to give investors a reference for decision-making, to help investors avoid risks and to maximize benefits.
