美国高等教育立法及其强国职能

【摘要】:美国是世界上公认的高等教育强国,也是西方社会法律制度最完备的国家之一,美国高等教育立法反映、代表和促进了这两个强项的有机结合及其强国职能的发挥。本文以逻辑和历史科学统一的方法论为指导,采用教育社会生态学的理念模式和国别专项教育研究的比较教育学框架,对美国高等教育立法及其强国职能进行了系统考察和分析。 论文由六个部分组成。第一部分为导言,简要介绍了本文选题与写作的基本概况;第二至四部分依次介绍了美国高等教育立法的基本理念、历史形态和现实形态;第五部分尝试性简要考察了美国高等教育立法的强国职能;论文的最后部分回归中国高等教育立法,在扼要概括我国高等教育立法的现状和特点的基础上,结合美国高等教育立法及其强国职能的实质特征,深入反思了我国高等教育立法中存在的问题,逻辑地提炼出美国高等教育立法强国模式对我国的启示与借鉴。
[Abstract]:The United States is recognized in the world as a powerful country in higher education and one of the most complete countries in the western social legal system, which is reflected in the legislation of American higher education. It represents and promotes the organic combination of the two strengths and the exertion of their powerful functions. This paper is guided by the methodology of the unity of logic and historical science. This paper makes a systematic investigation and analysis of the legislation of American higher education and the functions of its powerful nation by adopting the conceptual model of educational social ecology and the framework of comparative pedagogy of special educational research in different countries. The paper consists of six parts. The first part is the introduction, which briefly introduces the basic situation of the topic and writing of this paper; The second to fourth parts introduce the basic idea, historical form and realistic form of American higher education legislation in turn; In 5th, the author makes a brief and tentative study of the function of American higher education legislation as a powerful country. The last part of the paper returns to Chinese higher education legislation, on the basis of briefly summarizing the current situation and characteristics of China's higher education legislation, combining with the substantive features of American higher education legislation and its function as a powerful nation. This paper deeply reflects on the problems existing in the legislation of higher education in our country, and logically abstracts the enlightenment and reference of the model of the legislative power of American higher education to our country.
