论公民意识与法治的关系

【摘要】：公民意识是法治国家产生、存在和运行的心理基础和社会人文背景,是法治的引擎。随着我国依法治国方略的确定和实施,民众的公民意识也得到了进一步增强,如“天价烟”、“躲猫猫”、“周老虎”等事件的最终依法解决,公众的公民意识均发挥了重大作用。时至今日,公民意识在社会生活的各个领域不断凸现,在推动法治进程中发挥着越来越大的作用。 由于传统观念、体制机制等因素,我国公民的公民意识与依法治国的实践和要求相比,其水发展平还较底,发展速度还很缓慢,对法治的促进作用还很有限,这就需要我们从多方面入手,大力培育和唤醒公民意识,以推动和加快我国依法治国的进程。 本文从分析公民意识相关概念入手,探讨了公民意识形成和发展的条件和规律、我国公民意识的现状及存在问题的原因、公民意识对法治的作用及相互关系,最后给出我国公民意识的生成途径。
[Abstract]:Citizen consciousness is the psychological foundation and social humanistic background of the emergence, existence and operation of a country ruled by law, and is the engine of the rule of law. With the establishment and implementation of our country's strategy of governing the country according to law, the civic awareness of the people has also been further strengthened, such as the final legal settlement of such incidents as "priceless cigarettes", "hiding and hiding cats", "Zhou Tigers" and so on. The civic consciousness of the public has played an important role. Up to now, civic consciousness is constantly emerging in various fields of social life and playing a more and more important role in the process of promoting the rule of law. As a result of traditional concepts, institutional mechanisms and other factors, compared with the practice and requirements of governing the country according to law, the civic consciousness of our citizens has a relatively low level of water development, a slow pace of development, and a very limited role in promoting the rule of law. This requires us to cultivate and awaken the citizen consciousness from many aspects so as to promote and speed up the process of ruling the country according to law. Starting with the analysis of the related concepts of citizen consciousness, this paper discusses the conditions and rules for the formation and development of citizen consciousness, the present situation of citizen consciousness in China and the reasons for the problems, the role of citizen consciousness in the rule of law and their mutual relations. At last, the author gives the way to produce the citizen consciousness in our country.
