基层干警职业道德培养研究

【摘要】：十八大以来,我国改革与发展稳定,治党治国治军,无不以法治为框架、以法治为依托、有法治来贯穿。要完成党和人民赋予的光荣使命,政法机关就要做到公正司法、严格执法。要坚守道德底线和职业操守,保持执法为民的本色,教育并引导广大干警主动以崇高的职业道德来规范自己的言行,要坚守法治原则、坚定法治信念,做知法、懂法、守法、护法的执法者。基层干警作为执法者,这一群体来源复杂,他们还要与公众直接进行接触和交流,他们的作用和地位十分重要,他们用忠诚与正义捍卫着社会的和谐与稳定,基层公安干警不仅是维护治安、打击犯罪的一线力量,在促进和谐、服务民生中也扮演者中流砥柱的重要角色,我国的公安干警尤其是基层公安干警的职业道德素质问题越来越成为人们关注的重点,在舆论和媒体面前的曝光率也越来越高。本文通过问卷调查的形式,去发现基层干警职业道德培养中存在的一些问题,结合马克思的相关理论及中国共产党的群众路线理论,分析了基层干警在职业道德培养中出现的培养观念淡薄、内容简单,方式单一等问题,并针对这些问题尝试性提出了一些解决对策,以期待加强基层干警的职业道德,能够更加有效的进行工作,赢得群众信任,增强执法公信力,得到人民拥护,更好地服务群众,有效推行依法治国的战略实施,推进社会主义法治社会的构建。
[Abstract]:Since the 18th National Congress, the reform and development of our country and stability, ruling the party and ruling the country and ruling the army, all take the rule of law as the frame, rely on the rule of law, have the rule of law to run through. To fulfill the glorious mission entrusted by the party and the people, the political and legal organs should do justice and enforce the law strictly. To adhere to the bottom line of morality and professional conduct, to maintain the true character of law enforcement for the people, to educate and guide the broad masses of police officers to take the initiative to regulate their words and deeds with lofty professional ethics, to adhere to the principle of the rule of law, to firm their belief in the rule of law, to do, to know, understand, and abide by the law. A law enforcer. As law enforcers, grass-roots police officers come from complex sources, and they also have direct contact and communication with the public. Their role and status are very important. They use loyalty and justice to safeguard social harmony and stability. The grassroots public security policemen are not only the front-line forces in maintaining public order and cracking down on crime, but also play an important role in promoting harmony and serving the people's livelihood. The quality of professional ethics of our country's public security police, especially the basic level, has become more and more important, and the exposure rate in front of public opinion and media is becoming higher and higher. Through the form of questionnaire, this paper finds out some problems existing in the cultivation of professional ethics of police officers at the grass-roots level, combined with the relevant theories of Marx and the mass line theory of the Communist Party of China. This paper analyzes on the problems of weak concept, simple content and single mode in the training of professional ethics of police officers at the grass-roots level, and puts forward some countermeasures to solve these problems, in order to look forward to strengthening the professional ethics of the policemen at the grass-roots level. It can work more effectively, win the trust of the masses, strengthen the credibility of law enforcement, get the support of the people, serve the masses better, effectively implement the strategy of governing the country according to law, and promote the construction of a socialist society ruled by law.
