湖南省星城监狱刑释人员再社会化调查报告

【摘要】：我国每年有大量刑释人员回归社会,仅湖南省每年释放的服刑人员有约12000人。随着社会经济不断发展,如何使这些刑释人员顺利融入社会已经成为一个复杂的社会问题。虽然相关职能部门一直以来非常重视这个问题,但刑释人员重新犯罪率一直居高不下,对构建和谐社会,确保社会长治久安造成了严重的影响。湖南省于2002年成立了全国第一所出监监狱——湖南省星城监狱,作为一所特殊监狱,该狱主要从事罪犯释放前的职业技能培训和出监教育工作,取得了一定的成效。本文主要采用数据比较分析、电话访问的方式,对星城监狱刑释人员再社会化状况进行详细的分析并提出建议。本文总共分三个部分。包括湖南省星城监狱简介、星城监狱刑释人员再社会化现状分析、对策和建议。第一部分主要介绍星城监狱在创新管理模式,服刑人员职业技能培训和出监教育,及服刑人员回归指导工作方面的一些做法。第二部分主要是通过电话访问星城监狱618名2006-2008年释放的刑释人员,从他们的就业、婚姻家庭、社会交往、重新犯罪等方面的再社会化状况综合统计,并进行分析。第三部分总结前两部分的内容,针对刑释人员的特点,就如何促进刑释人员再社会化,提出要在推广出监监狱,完善出监模式的同时,建立一整套涉及法律、政策、经济、社会保障等多方面的制度,完善社会帮教及社区援助体制,形成刑释人员社会保护网络。随着有中国特色的社会主义建设不断深入,刑释人员再社会化的问题将日益突出,只有把促进刑释人员再社会化工作放在整个社会全局去考虑,才能窥其本质,进而为减少重新犯罪,创建和谐稳定的社会创造条件。
[Abstract]:In China, a large number of released prisoners return to society every year, and only about 12000 prisoners are released in Hunan Province every year. With the development of social economy, how to integrate these prisoners into society has become a complicated social problem. Although the relevant functional departments have always attached great importance to this issue, the recidivism rate of released prisoners has remained high, which has had a serious impact on building a harmonious society and ensuring the long-term stability of the society. In 2002, Hunan Province established the first prison in Hunan Province, the Xingcheng Prison of Hunan Province. As a special prison, the prison mainly engaged in vocational skills training and education before the release of criminals, and achieved certain results. This article mainly uses the data comparison analysis, the telephone interview way, carries on the detailed analysis to the Xing Cheng prison release personnel re-socialization condition and puts forward the suggestion. There are three parts in this paper. Including Hunan Province Xingcheng prison brief introduction, Xingcheng prison release personnel re-socialization analysis, countermeasure and suggestion. The first part mainly introduces the innovation management mode of Xingcheng prison, the vocational skill training and education of the prisoners, and some methods of returning the prisoners to the guidance work. The second part is to interview 618 prisoners released from 2006 to 2008 by telephone in Xingcheng Prison, and analyze them from the aspects of employment, marriage and family, social intercourse, re-crime and so on. The third part summarizes the contents of the first two parts. In view of the characteristics of the released prisoners, on how to promote the re-socialization of the released prisoners, it is proposed that a whole set of laws, policies, and economy should be established at the same time of popularizing the prison out of prison and perfecting the mode of release from prison. Social security and other aspects of the system, improve the social assistance and community assistance system, the formation of social protection network for prisoners. With the deepening of the socialist construction with Chinese characteristics, the problem of re-socialization of released criminal personnel will become increasingly prominent. Only by putting the work of promoting the re-socialization of prisoners into consideration in the overall situation of the whole society, can we see its essence. Thus, to reduce the re-crime and create a harmonious and stable society.
