管理学视角中的基层检察院案件管理工作

【摘要】：正2011年10月,最高人民检察院正式成立案件管理办公室,确定了案件管理的职能定位,这是对近年来全国各地各级检察机关案件管理探索的肯定,从体制层面促进了各级检察机关案件管理机构的建立和健全。设立案件管理机构是检察机关对传统管理模式的自我完善,是检察机关自身社会管理创新工作的表现形式,对彰显司法公正、提高检察工作透明度均有十分重要的意义。本文试从管理学的视角分析基层检察院案件管理工作。一、检察案件管理的历史沿革2003年6月,最高人民检察院印发了《最高人民检察院关于加强案件管理的规定》,首次在高检院层面上,以文件的形式提出了案件管理的概念。
[Abstract]:In October 2011, the Supreme people's Procuratorate formally set up the case Management Office to define the functional orientation of case management. This is an affirmation of the exploration of the case management of procuratorial organs at all levels throughout the country in recent years. At the institutional level, it has promoted the establishment and improvement of the case management organs of procuratorial organs at all levels. Setting up the case management organization is the self-perfection of the procuratorial organ to the traditional management mode and the manifestation of the procuratorial organ's own social management innovation work. It is of great significance to highlight the judicial justice and improve the transparency of the procuratorial work. This paper tries to analyze the case management of the basic procuratorate from the perspective of management. First, in June 2003, the Supreme people's Procuratorate issued the "provisions on strengthening case Management" in the Supreme people's Procuratorate, and for the first time put forward the concept of case management in the form of documents at the level of the Supreme people's Procuratorate.
