关于转变检察执法办案方式的若干思考

【摘要】：正实现经济发展方式的根本转变,是党和国家顺应国际国内深刻变化的形势,针对长期以来我国经济发展方式粗放、缺乏可持续发展的严峻现实所作出的重大战略调整。虽然根本上转变经济发展方式还有很长的路要走,但十余年来我国经济多次在国际经济、金融危机中率先走出低谷,保持平稳增长的成就已经说明了问题。加快经济发展方式的根本转变已基本达成共识,成为我国深化市场经济体制、加快改革开放的时代主题。检察机关作为以办案为中心的司法机关,其执法办案方式是否也有必要实行转变?尽管有些同志开始关注,有少数检察机关也开始探索,但总体来看,无论在认识上还是实践上都存在诸多问题。
[Abstract]:To realize the fundamental transformation of economic development mode is a major strategic adjustment made by the Party and the country in accordance with the situation of profound changes at home and abroad in view of the severe reality of extensive economic development mode and lack of sustainable development in China for a long time. Although there is still a long way to go to fundamentally change the mode of economic development, the achievements of China's economy in the international economy and the financial crisis leading the way out of the trough and maintaining steady growth in the past decade or so have already shown the problem. Accelerating the fundamental transformation of economic development mode has basically reached a consensus, which has become the theme of the times of deepening the market economy system and speeding up the reform and opening-up of our country. As a judicial organ centered on handling cases, is it necessary for procuratorial organs to carry out changes in the way they handle cases in law enforcement? Although some comrades have begun to pay attention to, and a small number of procuratorial organs have begun to explore, in general, there are many problems both in understanding and in practice.
