湖南省专门化出监监狱建设发展策略研究

【摘要】：自上世纪九十年代以来,我国就如何做好刑释人员安置帮教工作出台了一系列法规政策,特别是2007年,国务院出台《关于大力发展职业教育的决定》；2008年司法部出台《关于进一步加强罪犯职业技术培训的通知》；2009年湖南省劳动和社会保障厅、财政厅、司法厅联合出台《湖南省服刑人员职业技能培训、职业技能鉴定及创业培训工作实施办法》。所有这些,为出监监狱的建设和发展提供了法律依据、政策支持和部分经费保障。特别是2010年8月24日中央政法委周永康书记来湘视察,称赞湖南省X监狱的做法是化解社会矛盾的有效举措,是一项具有创新意义的社会建设,要求在全国推广专门化出监监狱建设的湖南特色模式。所有这些,为湖南省出监监狱的进一步发展打下了坚实的基础,抢占了先机和制高点。 随着我国出监狱教育工作的进一步深入开展,全国各省纷纷开始筹建或已建成专门化出监监狱,作为全国首家出监监狱——省X监狱深感压力巨大。根据湖南省专门化出监监狱建设实际情况,清醒认识当前外部环境,及时总结经验成绩、发掘自身优势潜能,深刻分析和探讨目前湖南省专门化出监监狱建设中存在的缺陷和困难以及机遇和挑战,科学准确的制定出能够有效确保省X监狱持续健康快速发展的中长期规划,寻求有效执行发展战略的合理途径及科学可行的改进策略,对整体提升湖南特色专门化出监监狱建设有着现实指导意义。作为全国成立最早、走在实践最前沿的专门化出监监狱,必须有效总结建设及工作经验,打造湖南特色专门化出监监狱建设模式,为全国各省专门化出监监狱建设提供科学合理可行的实践工作经验及理论依据。 根据湖南省出监教育实际情况,探讨有效提升湖南省专门化出监监狱建设的策略研究,对全面解决湖南省即将释放罪犯的出监教育问题有很大的现实指导意义,为提升湖南省专门化出监监狱建设发展提供了有益的参考。
[Abstract]:Since the nineties of the last century, China has issued a series of laws and policies on how to do a good job in the placement of prisoners, especially in 2007, the State Council issued the "decision on vigorously developing Vocational Education"; In 2008, the Ministry of Justice issued the Circular on further strengthening the Vocational and Technical training of offenders; In 2009, Hunan Provincial Department of Labour and Social Security, Department of Finance, Department of Justice jointly issued the Hunan Province prisoners vocational skills training, vocational skills identification and entrepreneurial training implementation measures. All these provide legal basis, policy support and partial financial guarantee for the construction and development of prison. In particular, on August 24, 2010, Secretary Zhou Yongkang, Secretary of the Central political and Law Commission, visited Hunan Province and praised the practice of the X prison in Hunan Province as an effective measure to resolve social contradictions and an innovative social construction. The Hunan characteristic mode of specialized prison construction is required to be promoted throughout the country. All of these, for the further development of prison in Hunan Province laid a solid foundation, preemptive and commanding heights. With the further development of our country's out-of-prison education, many provinces in China have begun to build or have built specialized out-of-prison prisons. As the first out-of-prison in the country, Provincial X Prison is under great pressure. According to the actual situation of the specialized prison construction in Hunan Province, we should be aware of the current external environment, summarize the experience and achievements in time, and explore the potential of our own advantages. Deeply analyzing and discussing the defects, difficulties, opportunities and challenges existing in the construction of specialized prison in Hunan Province, and formulating scientifically and accurately a medium-and long-term plan that can effectively ensure the sustained, healthy and rapid development of Provincial X Prison, Seeking a reasonable way to carry out the development strategy effectively and a scientific and feasible improvement strategy are of practical guiding significance to promote the construction of specialized prison with Hunan characteristics as a whole. As the earliest established in the whole country and at the forefront of practice, we must effectively sum up the construction and working experience, and create the construction mode of specialized prison with Hunan characteristics. It provides scientific, reasonable and feasible practical experience and theoretical basis for the construction of specialized out-of-prison in every province of the country. According to the actual situation of Hunan Province's out-of-prison education, this paper probes into the strategic research on how to effectively promote the construction of specialized prison in Hunan Province, which is of great practical guiding significance for comprehensively solving the problem of the release of criminals from prison-leaving education in Hunan Province in an all-round way. It provides a useful reference for the construction and development of specialized prison in Hunan Province.
