监狱体制改革背景下基层狱警的激励机制探讨

【摘要】:监狱是国家的刑罚执行机关,基层狱警是监狱一线工作的主体,是全面履行监狱职能的基础力量,与监狱的监管安全以及罪犯改造质量密切相关。 在监狱体制改革的背景下,曾经发挥过重大作用的狱警考核办法等一系列激励措施日益暴露出其不足与弊端;随着国家《公务员法》和《国家公务员考核规定(试行)》等一系列规定出台,2008年全国监狱系统实行“阳光工资”后,物质激励的力度与功能也明显弱化。因此,在监狱体制改革的背景下,探索更为科学、有效,能大大激发基层狱警干事创业决心的激励机制就显得尤为重要。 本文的研究是在监狱体制改革的背景下,以经典的激励理论为研究基础,借鉴中西方公务员激励机制的研究和狱警激励工作的实践经验,在对基层狱警心理健康调查、基层狱警需求情况调查以及基层狱警激励机制现状调查、量表分析研究的基础上,分析研判了基层狱警激励机制存在的问题,做出了新形势下如何完善监狱基层民警激励机制的有益探索。从革新激励理念、完善激励制度、创新激励方法、优化激励环境、培育激励文化五个大方面提出了适合我国监狱体制改革背景下基层狱警激励机制的完善策略。
[Abstract]:Prison is the national penalty enforcement organ, grass-roots prison guards are the main body of prison front-line work, is the basic force to perform prison functions in an all-round way, and is closely related to the supervision and security of prison and the quality of criminal transformation. Under the background of the reform of the prison system, a series of incentive measures, such as the assessment method of prison guards, which has played an important role, have increasingly exposed their shortcomings and drawbacks. With the introduction of a series of regulations, such as the Law on Civil servants and the regulations on the examination of National Civil servants (trial), the strength and function of material incentive have been obviously weakened after the implementation of "Sunshine wage" in the national prison system in 2008. Therefore, under the background of prison system reform, it is particularly important to explore a more scientific and effective incentive mechanism, which can greatly stimulate the entrepreneurial determination of grass-roots prison officers. Under the background of prison system reform, based on the classical incentive theory, drawing lessons from the research of incentive mechanism of civil servants in China and the West and the practical experience of prison guards' incentive work, this paper investigates the mental health of prison guards at the grass-roots level. On the basis of the investigation of the demand of the grass-roots prison guards and the investigation of the present situation of the incentive mechanism of the grass-roots prison guards, and on the basis of the analysis and research of the scale, the problems existing in the incentive mechanism of the grass-roots prison guards are analyzed and judged. This paper makes a beneficial exploration on how to perfect the incentive mechanism of prison grass-roots police under the new situation. This paper puts forward some strategies for perfecting the incentive mechanism of grass-roots prison guards under the background of prison system reform in China from five aspects: innovating the incentive concept, perfecting the incentive system, innovating the incentive method, optimizing the incentive environment and cultivating the incentive culture.
