【摘要】: 合资铁路是我国现有三种铁路经营方式(国铁、合资、地铁)之一。经过20多年的实践,在国家政策的支持下,合资铁路取得了长足的进步。随着铁路在国民经济中的地位日益重要,合资铁路必将得到进一步发展。因此,合资铁路组织结构模式的研究,对合资铁路今后的发展有很好的借鉴和参考作用。 本文详细研究了国内外组织结构理论,系统地阐述了国内外铁路产业组织结构主要理论如规模经济和范围经济理论、市场势力理论、交易成本理论和完整运输产品理论。探讨我国铁路产业组织结构的发展趋势,总结了国内合资铁路的发展进程,总结当前合资铁路的组织结构种类。在此基础之上,对全路第一家严格按照《公司法》成立的合资铁路石长铁路有限责任公司(简称:石长铁路,下同)进行了介绍,并运用新组织结构理论和铁路产业组织结构理论对石长铁路组织结构演变的各个阶段进行了深入分析。阐明了石长铁路组织结构优化的原则和基本目标,在对石长铁路组织结构系统分析的基础上,提出了组织结构优化的具体调整方案和实施步骤,并对优化前后的改进进行了对比,说明了优化中需注意的问题。 最后,本文对石长铁路组织结构优化方案评价从两个方面进行定量分析:一是采用层次分析法和模糊综合评价法对石长铁路组织结构优化方案从组织绩效方面进行定量分析;二是运用熵模型对优化后的组织结构与现有组织结构进行定量对比,得出了优化后的组织结构确实优于现有组织结构的结论,并简要说明了下一步优化改进方向,为今后石长铁路组织结构的持续优化提供帮助。
[Abstract]:Joint-venture railway is one of the three railway management modes in China (National Railway, Joint Venture, Metro). After more than 20 years of practice, the joint-venture railway has made great progress under the support of national policy. With the increasing importance of railway in the national economy, the joint-venture railway will be further developed. Therefore, the study of the mode of the joint venture railway organization structure has a good reference for the future development of the joint venture railway. In this paper, the theory of organization structure at home and abroad is studied in detail, and the main theories of organization structure of railway industry at home and abroad, such as scale economy and scope economy, market power theory, transaction cost theory and complete transportation product theory, are systematically expounded. This paper discusses the development trend of railway industry organization structure in China, summarizes the development process of domestic joint-venture railway, and summarizes the types of the current joint-venture railway organization structure. On this basis, the first joint-venture railway Shichang railway limited liability company, which was established strictly in accordance with the Company Law, was introduced. The evolution stages of Shi-Chang railway organization structure are analyzed by using the new organization structure theory and the railway industry organization structure theory. This paper expounds the principles and basic objectives of the optimization of the organization structure of the Shi-Chang railway, and on the basis of the systematic analysis of the organizational structure of the railway, puts forward the concrete adjustment scheme and the implementing steps for the optimization of the organizational structure of the railway. The improvement before and after optimization is compared, and the problems needing attention in optimization are explained. Finally, the evaluation of the optimization scheme of Shi-Chang railway organization structure is quantitatively analyzed from two aspects: first, the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method are used to quantitatively analyze the organizational performance of the optimization scheme of the Shi-Chang railway; Secondly, the entropy model is used to quantitatively compare the optimized organizational structure with the existing organizational structure, and the conclusion that the optimized organizational structure is indeed superior to the existing organizational structure is obtained, and the direction of further optimization and improvement is briefly explained. It will help to optimize the organization structure of Shichang railway in the future.
