【摘要】：在经济全球化大背景下，我国经历了经济与社会的飞速发展，全国机动车保有量显著增加，机动车尾气排放的污染物成为空气污染最主要的污染源之一，并逐渐呈现一定的区域性特点，是本文研究机动车尾气污染治理问题的主要切入点。 现代经济的区域一体化是主要发展趋势，同时也对法制的一体化提出了要求，环境问题的解决需要依靠政策、法律等多种手段相互配合。本文着重分析了我国机动车尾气污染问题的区域性的表现和产生原因，结合我国机动车尾气污染问题的实际情况，从区域合作治理的理论基础和实践经验出发，对机动车尾气污染区域防治的必要性展开论述，指出了我国现有法律法规和相关制度的一些欠缺，总结了美国区域合作治理空气污染的成功经验，提出了一些法律对策与建议。通过完善区域合作立法，加强联合执法，将防控机动车尾气污染的制度加以法制化。将可持续发展和依法治国的理念深刻贯穿其中，以期实现有效治理环境污染问题，，谋求人与自然的和谐有序发展。
[Abstract]:Under the background of economic globalization, our country has experienced the rapid development of economy and society, the number of motor vehicles in China has increased significantly, vehicle exhaust pollutants have become one of the most important sources of air pollution. And presents the certain regional characteristic gradually, is this article studies the automobile exhaust gas pollution control question the main breakthrough point. The regional integration of modern economy is the main trend of development. At the same time, the integration of legal system is required. The solution of environmental problems depends on policies. Law and other means cooperate with each other. This paper analyzes the regional manifestation and causes of motor vehicle exhaust pollution in China, combining with the actual situation of motor vehicle exhaust pollution in China. Based on the theoretical basis and practical experience of regional cooperative management, this paper discusses the necessity of regional prevention and control of motor vehicle exhaust pollution, and points out some deficiencies of existing laws and regulations and related systems in China. This paper summarizes the successful experience of regional cooperation in air pollution control in the United States, and puts forward some legal countermeasures and suggestions. The system of preventing and controlling vehicle exhaust gas pollution should be legalized and the idea of sustainable development and governing the country by law would be deeply penetrated in order to realize the effective control of environmental pollution and to seek the harmonious and orderly development between man and nature.
