息烽县环境保护的法治研究

【摘要】： 从1998年起,息烽县抓住国家实施西部大开发和东部企业投资向中西部转移的战略机遇,优化招商引资环境,招商引资,到2003年,全县共引进投资项目173项。通过招商引资,息烽县的GDP连年来均以两位数增长,很快摘掉了贫困县的帽子。但是,该县也因此付出了惨重的环境代价,虽然企业和政府也采取了一些治埋措施,但是,目前的环境状况不容乐观。通过调查,我对其原因进行分析,发现招商引资门槛低,政府环保责任缺失,领导缺乏科学发展观等原因是造成当地污染的因素,对此,我提出了一些建议,希望该县能够改变经济发展思路,加大招商引资质量考察,同时,也建议在《环保法》中加入政府的环保责任等。希望通过自己的思考,能为该县的环境改善尽一点绵薄之力。
[Abstract]:Since 1998, Xifeng County has seized the strategic opportunity for the state to implement the large-scale development of the western region and the transfer of eastern enterprise investment to the central and western regions, optimizing the investment environment and attracting investment. By 2003, a total of 173 investment projects were introduced throughout the county. Xifeng County's GDP has been growing by double digits for years, and it quickly removed the name of the impoverished county. However, the county has also paid a heavy environmental price, although enterprises and the government have also taken some measures to control the burials, but, The current state of the environment is not optimistic. Through the investigation, I analyzed the reasons, and found that the low threshold for attracting investment, the lack of environmental protection responsibility of the government, the lack of scientific development concept of the leadership, and so on, are the causes of local pollution. I have put forward some suggestions. I hope the county can change its economic development thinking and increase the quality inspection of attracting investment. At the same time, I also suggest that the government's environmental protection responsibilities be added to the "Environmental Protection Law." I hope that through my own thinking, Can do a little to improve the county's environment.
