论我国的生态环境用水保障制度

【摘要】：一定最低数量和适当质量的水对于任何健康、稳定的生态系统都不可或缺。为了维护生态系统的健康和稳定,履行国际义务,实现可持续发展,我国水资源法律与政策承认生态环境用水需求,赋予生态环境用水以比较优先的顺序地位,并通过一些具体措施来保障生态环境用水。但是,有些保障措施的可操作性不强,难以真正落实,有关机制需要予以完善。
[Abstract]:In order to maintain the health and stability of the ecosystem , fulfill the international obligations and realize sustainable development , the water resources laws and policies of our country recognize the water demand of ecological environment , grant the ecological environment water to compare the priority status , and adopt some concrete measures to guarantee the ecological environment water . However , some safeguard measures are not strong and difficult to implement , and the relevant mechanisms need to be perfected .
