中日韩循环经济立法比较

【摘要】：国际经验表明,发展循环经济是一项系统工程,需要各种新技术的支持,更需要法律法规的保障。2009年1月1日生效的《循环经济促进法》虽有效填补了我国循环经济基本法缺失的空白,但我国循环经济立法还存在诸多问题。构筑完善的循环经济立法体系已成为发展循环经济的迫切需求。日本和韩国均为"二战"后快速完成工业化的国家,为了解决其"压缩式"的工业化进程带来的资源环境问题,自20世纪90年代以来均相继开始发展循环经济,制定了较完善的循环经济立法体系。
[Abstract]:International experience has shown that the development of circular economy is a systematic project and needs the support of various new technologies. The circular economy promotion law, which came into effect on January 1, 2009, has effectively filled the blank of the basic law of circular economy in our country, but there are still many problems in the legislation of circular economy in our country. It has become an urgent need to build a perfect legislation system of circular economy. In order to solve the problem of resources and environment brought by the process of "compressed" industrialization, Japan and South Korea have started to develop circular economy since the 1990s in order to solve the problem of rapid industrialization after World War II. A more perfect system of circular economy legislation has been established.
