从“人跪狗”事件看动物的法律保护

【摘要】：目前日益增多的汽车轧死猫狗等动物的事件及其纠纷,拷问的不仅是人与人的关系问题,它也拷问了人与动物的关系问题,反映了当代社会动物保护法规的缺失、人与动物和谐观的淡薄。要有效防范、减少和正确处理此类事件及其纠纷,必须从源头上抓住纠纷的起因和主要矛盾,制定和实施有关防范和处理此类事件的专门法规和道德规范。只有全社会都树立尊重自然、珍惜生命、爱护动物的生态文明观,当事人和纠纷处理机关才能理性地对待和及时、公平地处理汽车轧死动物事件中的某些过激行为和责任分担问题。
[Abstract]:At present, there are more and more incidents and disputes of animals such as cars running over dead cats and dogs. What is being grilled is not only the relationship between people and people, but also the relationship between people and animals, which reflects the absence of animal protection laws in contemporary society. The concept of harmony between human beings and animals is weak. In order to effectively prevent, reduce and correctly deal with such incidents and disputes, we must grasp the causes and principal contradictions of disputes from the source, and formulate and implement special laws and regulations and moral norms concerning the prevention and handling of such incidents. Only when the whole society sets up a view of ecological civilization that respects nature, cherishes life, and cherishes animals, can the parties and the dispute handling organs deal with it rationally and in a timely manner. To deal fairly with some excesses and burden-sharing in the car crash.
