我国农村水环境污染防治制度研究

【摘要】：水环境问题是中国乃至整个世界最为重要的环境问题之一,而水环境问题的核心毫无疑问的就要归结为日益严重的水污染。自从我国有工业发展以来的历史,由于长期漠视水环境和水污染问题,这样就致使本来就极度缺水的广大地区再一次遭受更加严重的水污染。从整个中国的情况来看,水资源的质与量都遭到了严重程度的破坏。而且水污染也正从东部向西部发展,从支流向干流延伸,从城市向农村蔓延,从地表向地下渗透,从区域向流域扩散,从偶然向常态转变。日益剧烈的水污染,将会对转型中的中国的命运和未来造成严重影响。 农村经济、社会、生态环境的协调发展对中国国民经济持续健康地发展,建设和谐社会以及社会主义新农村都有着重要意义。农村环境的好坏也直接影响着农村的发展。其中水因为它的稀缺成为农村环境的重要组成部分,在农村生产和生活中的地位举足轻重,对于这一生产生活不可或缺的资源,必须要得到十分有效的保护。 然而,随着农村经济的发展,城市化的推进以及乡镇企业的迅速发展,由于我国农村水环境污染逐渐严重。我国长期存在的城乡二元结构,影响着国家对农村地区的政策,长期以来,我国更多的关注城市水环境,强调对城市水污染的治理。忽视了我国很大比重的农村地区的水环境污染的防治。当前,我国农村水环境污染日益加剧,如何有效的控制和防治农村水环境污染已经成为一个热门问题。 本文通过分析农村水环境污染的现状,针对农村水环境污染与城市水污染的差异,分析了当前影响农村水环境急剧恶化的诸多因素。在此基础上,我们研究农村水环境污染的防治现状,从我国的现行法律、政策、环境意识等方面对我国农村水环境的污染进行一个详细和深入分析。针对存在的诸多问题,我们通过对比国外关于农村水环境污染防治措施,借鉴国外立法、技术等方面的先进经验,进一步完善我国农村水环境污染防治制度,提出合理化的建议,并力求创新。
[Abstract]:The water environment problem is one of the most important environmental problems in China and the whole world, and the core of the water environment problem will undoubtedly be attributed to the increasingly serious water pollution. Since our country has the history of industrial development, due to the long-term disregard of water environment and water pollution, so the vast areas that are already extremely short of water are once again suffering from more serious water pollution. From the whole situation in China, the quality and quantity of water resources have been seriously damaged. Moreover, water pollution is developing from the east to the west, extending from the tributaries to the main streams, spreading from the city to the countryside, from the surface to the underground, from the region to the basin, and from accidental to normal. Increasingly severe water pollution will have a serious impact on the fate and future of China in transition. The coordinated development of rural economy, society and ecological environment is of great significance to the sustained and healthy development of China's national economy, the construction of a harmonious society and the construction of a new socialist countryside. The quality of rural environment also directly affects the development of rural areas. Water becomes an important part of rural environment because of its scarcity, and plays an important role in rural production and life. However, with the development of rural economy, urbanization and the rapid development of township enterprises, the pollution of rural water environment is becoming more and more serious. The dualistic structure of urban and rural areas has long existed in our country, which affects the policy of the country to the rural areas. For a long time, our country has paid more attention to the urban water environment and emphasized the treatment of urban water pollution. The prevention and treatment of water pollution in rural areas has been neglected. At present, the pollution of rural water environment in our country is increasing day by day. How to effectively control and prevent the pollution of rural water environment has become a hot issue. Based on the analysis of the current situation of rural water environment pollution and the difference between rural water environment pollution and urban water pollution, this paper analyzes many factors that affect the rapid deterioration of rural water environment. On this basis, we study the current situation of rural water environment pollution prevention and control, from the current laws, policies, environmental awareness and other aspects of our country's rural water environment pollution carried out a detailed and in-depth analysis. In view of the existing problems, we further improve the system of preventing and controlling rural water environment pollution in our country by comparing with foreign measures on the prevention and control of rural water environment pollution, learning from the advanced experience of foreign countries in legislation, technology, and so on. Put forward rationalization suggestion, and strive for innovation.
