美国学校室内空气品质管理政策研究

【摘要】:学校室内空气品质作为学校室内环境的重要部分,对生活于其中的师生等人员的身心健康和工作学习效率产生了极为重要的影响。从现状来看,我国当前大多数中小学校的室内空气品质因室外空气遭受不同程度的污染、学校室内人员过多人均面积不足、室内的通风换气率低、学校建筑设施因维护管理不当而产生卫生安全等的各种问题,其状况很不容乐观。于此同时,我国的政府、学校及社会大众对室内空气品质问题的关注还不够。 美国是维护、治理学校室内空气品质较为妥善全面的国家之一。1995年,美国联邦政府的环保总局创建了一套维护学校室内空气品质的工具箱并逐年加以完善,帮助全美学校维护其室内空气品质。同时,美国各州也制定了相关的学校室内空气品质管理政策,主要是通过立法措施,在州教育法、州卫生法、州劳动法的相关条款中加以规定,并要求州的教育、卫生等行政部门制定相应的规章条例来促进州内学区依法执行各种室内空气品质的管理活动。本文运用了政策分析的三维模式框架,对美国学校室内空气品质管理政策的内容、执行和价值进行了阐述和分析,并提出了维护我国学校室内空气品质的相关建议,以期有效的改善我国学校的室内环境。
[Abstract]:As an important part of the school indoor environment, the indoor air quality of the school has an extremely important influence on the physical and mental health and the working and learning efficiency of the teachers and students who live in it. At present, the indoor air quality of most primary and secondary schools in our country is polluted by outdoor air to varying degrees, the excessive number of indoor personnel in schools is insufficient per capita, and the indoor ventilation and air exchange rate is low. Due to improper maintenance and management of school construction facilities, the health and safety problems are not optimistic. At the same time, our government, schools and the public have not paid enough attention to indoor air quality. The United States is one of the countries that maintain and manage the indoor air quality of schools. In 1995, the Environmental Protection Administration of the United States government created a toolbox to maintain the indoor air quality in schools and improved it year by year. To help schools across the United States maintain their indoor air quality. At the same time, states have developed relevant school indoor air quality management policies, mainly through legislative measures, state education laws, state health laws, The relevant provisions of the state labor laws provide for the education of the states, The administrative departments of health and other administrative departments have formulated relevant regulations to promote the implementation of various indoor air quality management activities by the state school districts according to law. This paper applies the three-dimensional model framework of policy analysis to the contents of the policy on the management of indoor air quality in American schools. This paper expounds and analyzes the implementation and value, and puts forward some relevant suggestions to maintain the indoor air quality of Chinese schools in order to effectively improve the indoor environment of schools in our country.
