【摘要】：1978年改革开放至今,吸引外商在华投资数量逐年增加,引资额已连续多年位居发展中国家的首位。经过三十多年的发展,中国无疑已然成为世界经济活动中不可或缺的重要一员。改革开放以来的中国在利用外商直接投资方面不断取得突破,外商在华直接投资从无到有,规模从小到大,已然形成多层次、宽领域、全方位的开放发展新格局,对中国经济发展产生了重大而深远的影响。2008年,金融危机的爆发和中国政府修订劳动法直接导致韩企竞争力下降和原有优势丧失。因此,在两国经济关系日益密切的背景下,从“韩企投资治理-投资行为统计特征-对策建议”角度,通过研究韩企在华投资及外企投资现状,来介绍在华投资动机、投资战略思维、人才战略、本土化进程及问题和对策,对于韩企在华投资具有重要的意义。韩国在华投资存在的问题及改进对策。韩企在华投资时发生的问题主要有,韩企在华投资是限定投资地区、投资项目、本土化水平低、大部分韩企为短期性的投资,而且中国企业投资韩国热情不高。其中促进扩大投资规模、劳动密集型投资转换技术密集性投资及开发投资地区和本土化将是解决这些问题的有效对策。因为,劳动密集型投资有一定的限制性,中国政府修订劳动法后对外企的优惠比以前小,同时中国劳动成本也一直呈上升的趋势。例如现在中国政府对外企奖励在中国西部投资,如果将投资区域转向西部地区,不仅劳动成本低,还可以享受到更好的政府优惠政策。
[Abstract]:In 1978, since the reform and opening up, the amount of foreign investment in China has increased year by year, and the amount of foreign investment has been ranked first among developing countries for many years. After more than 30 years of development, There is no doubt that China has become an indispensable and important member of world economic activities. Since the reform and opening up, China has made continuous breakthroughs in the use of foreign direct investment (FDI), which has grown from scratch and on a large scale. Has formed a new pattern of multi-level, wide-field and all-directional open development, which has had a significant and far-reaching impact on China's economic development. In 2008, The outbreak of the financial crisis and the revision of labor laws by the Chinese government have directly led to the decline in the competitiveness of Korean enterprises and the loss of their original advantages. Therefore, against the background of increasingly close economic relations between the two countries, From the angle of "Korean enterprise investment governance-statistical characteristics of investment behavior-countermeasures and suggestions", this paper introduces the investment motivation, investment strategy thinking and talent strategy of Korean enterprises by studying the current situation of Korean enterprises' investment in China and foreign enterprises' investment. The localization process, problems and countermeasures are of great significance to the investment of Korean enterprises in China. The problems existing in Korean investment in China and the countermeasures for improvement are mainly caused by the problems that occur when Korean enterprises invest in China, and the investment of Korean enterprises in China is a restricted investment area. The level of localization of investment projects is low, most Korean enterprises are short-term investments, and Chinese enterprises are not enthusiastic about investing in South Korea. Among them, promoting the expansion of investment scale, The conversion of labor-intensive investment to technology-intensive investment and the development of investment areas and localization will be effective countermeasures to solve these problems. After the Chinese government revised the labor law, the preferential treatment for foreign enterprises was smaller than before, and the labor cost of China has been on the rise. For example, now the Chinese government rewards foreign enterprises to invest in the western part of the country, and if the investment area is shifted to the western region, Not only low labor costs, but also enjoy better government preferential policies.
