基于全面质量管理理论的陕西省职业技能鉴定体系的构建

【摘要】：随着社会的进步和科技的发展,社会对从业者的素质和技能的要求也在不断提高。如何提高职业技能鉴定的质量,就成为一项亟待解决的重要工作。实行职业资格证书制度,不仅是劳动法和职业教育法的规定,更是实施人力资源开发的重要举措,对于提高劳动者素质、加快劳动力市场的培育和发展、促进经济建设都具有重要意义。本文研究的目的在于通过建立比较可行的职业技能鉴定质量管理评价体系,来解决目前职业技能鉴定过程中存在的各种质量问题,为陕西省职业技能鉴定工作提供一种新的发展思路和一定程度的借鉴。在研究中运用数理统计学和质量管理等理论,采用了文献资料法、比较研究法、逻辑分析法和统计学层次分析法等研究方法,就以下主要内容进行了探讨： (1)在结合职业技能鉴定和质量管理等相关理论知识的基础上,深入讨论分析了当前职业技能鉴定工作面临的新形势。 (2)通过陕西省范围内的职业技能工作现状和问题的统计,通过对比分析,从中发现目前相关工作环节中出现的一系列问题,并针对性地进行了剖析,找出导致这些问题存在的深层次原因。 (3)通过引入全面质量管理技术,选择科学合理的评价方法,试设定合理的评价标准和建立全面质量管理评价体系,对目前职业资格技能鉴定过程如何运用全面质量管理体系做以探讨,以达到规范制度、健全鉴定体系、全面开创推动职业技能鉴定工作新局面的最终目的。
[Abstract]:With the progress of society and the development of science and technology, the quality and skills of practitioners are also being improved. How to improve the quality of vocational skill identification has become an important task to be solved. The implementation of the vocational qualification certificate system is not only the regulation of labor law and vocational education law, but also an important measure of human resource development, which can improve the quality of workers and speed up the cultivation and development of the labor market. Promoting economic construction is of great significance. The purpose of this paper is to solve all kinds of quality problems existing in the process of vocational skill appraisal by establishing a more feasible quality management and evaluation system for vocational skill appraisal. It provides a new way of development and some reference for the work of vocational skill appraisal in Shaanxi province. In the research, we use the theories of mathematical statistics and quality management, adopt the methods of literature, comparative study, logic analysis and statistical hierarchy process, and discuss the following main contents: 1) based on the related theoretical knowledge of vocational skill appraisal and quality management, this paper discusses and analyzes the new situation of vocational skill appraisal at present. 2) through the statistics of the present situation and problems of vocational skills work in Shaanxi Province, and through the comparative analysis, we find out a series of problems in the relevant work links at present, and analyze them pertinently. Find out the underlying causes of these problems. 3) by introducing total quality management technology, selecting scientific and reasonable evaluation methods, setting up reasonable evaluation standards and establishing evaluation system of total quality management, This paper probes into how to use the total quality management system in the process of vocational qualification and skill appraisal at present, in order to achieve the ultimate goal of standardizing the system, perfecting the appraisal system, and creating a new situation to promote the work of vocational skill appraisal in an all-round way.
