武警初级指挥院校招生模式研究

【摘要】:武警初级指挥院校招生是武警院校教育培养的重要前提,是一项基础性的工作,招生的状况直接影响武警部队警官队伍的建设水平和未来警官队伍的发展走向。武警院校经过近30年的发展,办学规模和培养层次都有了很大的提高,而与之相适应的招生却很滞后。本文以武警院校与地方高校联合办学为引线,以公共人力资源管理理论为基础,经过调查、分析和研究,提出并构建了一种与当代武警初级指挥院校人才培养相适应的招生模式。 本文研究共分为五章: 第一章是引论。对武警初级指挥院校招生模式研究的背景和意义作了一个简单的介绍;对国内外的研究现状进行了详细查阅;对招生模式进行了界定,界定招生模式的招生范围是:“武警院校对地方青年学生的招生”;并从层次和时间的角度规范了研究的思路,在研究的方法上采取“文献法、调查法、历史法、比较法”。 第二章是基本理论研究。重点研究了招生模式的概念、要素、地位、影响因素、问题及解决方法。模式处在理论与实践之间,能够承上启下,意义重大。招生模式的要义有:客体、主体、目标、条件、内容等,内容包括结构样式和运行方式两个方面。归纳现行招生模式的要素为:“筹划、筛选、录取”三要素。研究了公共部门人力资源管理中人员招用理论和IDEF功能建模理论,为招生模式找到了理论基础和模式的建立方法。 第三章是借鉴研究。按照现行招生模式“筹划、筛选、录取”的三要素,对美国、德国、英国、法国、俄国五个国家招生模式的经验进行研究和借鉴。总结出五条经验:一是把政治放在首位;二是完善的法规制度;三是充分利用地方高校教育资源;四是严格选拔招生对象;五是入校前培训制度。 第四章是历史及现状研究。在借鉴外军招生经验的基础上,对武警部队历史性质、军队(武警)院校招生历史演进和武警初级指挥院校招生的现状进行了研究。依据武警任务的需求,武警初级指挥院校的招生应把理想信念、知识结构、公众形象、胜任本职能力等方面作为人才培养和选拔的标准,并很有必要形成一种相对固定的招生模式。 第五章是模式构建研究。构建武警初级指挥学院招生模式的基本内容、结构样式和运行方式,对招生模式进行了构建论证,对联合办学、大类招生、自主招生、兵役法、军官法、劳动法、淘汰学员安置办法进行了研究,为招生模式构建的环境提供了法规、政策的保障。招生模式构建内容有筹划、招募、培训和录取四个基本要素。提出,招生的保障是联合办学并实行大类招生的高校;招生的对象是联合办学地方高校大一学生;招生的时间是第一学期;招生的方式与征招地方大学生入伍相同,政审、面试、体检的标准相对较高;申请入学者,在入校前进行3个月的部队适应期新训,以军事技能和体能为主进行考核,择优选取。入校后,进行3个月的军校适应期的考察,以个人表现和发展潜力为主,综合评价,适时淘汰。 武警部队同属国务院、中央军事委员会领导,它既是警察性质“军队”,又是“军队”性质的警察,许多方面都是双重的角色。这是一种价值体现,同时也是一种优势体现。武警初级指挥院校招生也要充分利用这双重角色,把部队院校与地方高校资源相融合,为武警部队选拔培养出优秀的指挥人才,以更好地建设部队,服务人民,保卫国家。
[Abstract]:The enrollment of the armed police Junior Command Colleges and universities is an important prerequisite for the education and training of the armed police colleges and universities. It is a basic work. The status of the enrolment directly affects the construction level of the police officers and the development trend of the police officers. After nearly 30 years of development, the armed police colleges and universities have greatly improved their educational regulations and training levels. In this paper, based on the theory of public human resource management, this paper, based on the theory of public human resource management, puts forward and constructs a new enrolment model adapted to the training of the talents of the modern armed police Junior Command Colleges and universities.
The study is divided into five chapters.
The first chapter is the introduction. A brief introduction is made to the background and significance of the study on the enrollment mode of the armed police Junior Command Colleges and universities; the status of the research at home and abroad is reviewed in detail; the enrollment mode is defined and the enrollment scope of the enrollment mode is defined as "enrolment of the armed police colleges and universities for the local young students"; and from the level and time The angle of view standardizes the thinking of research, and adopts the methods of literature, investigation, history and comparison.
The second chapter is the basic theory research. It focuses on the concept, factors, status, influence factors, problems and solutions of the enrollment mode. The model is between the theory and practice, which can link up to the next. The main meaning of the enrollment mode is the object, the subject, the goal, the condition, the content and so on, and the content includes two aspects of the structure style and the mode of operation. The main elements of the current enrollment model are: "planning, screening, admission" three elements. The theory of personnel recruitment and IDEF function modeling in human resource management in public sector is studied, and the theoretical foundation and mode of establishing the enrollment model are found.
The third chapter is a reference study. According to the three elements of "planning, screening, and admission" in the current enrollment mode, it studies and draws lessons from the experience of five countries, including the United States, Germany, Britain, France and Russia. It summarizes five experiences: first, put politics in the first place; two is the perfect regulatory system; and the three is to make full use of local higher education funds. The four is to strictly recruit students; five is the pre school training system.
The fourth chapter is a study of history and present situation. On the basis of the experience of Foreign Army recruitment, the historical nature of the armed police force, the historical evolution of the military (armed police) colleges and universities and the status of the enrollment of the armed police Junior Command Colleges and universities are studied. Image, competency and other aspects as a standard for personnel training and selection, and it is necessary to form a relatively fixed enrollment mode.
The fifth chapter is the study of pattern construction. The basic content of enrolment model of the armed police Primary Command College, the structure style and the mode of operation are constructed, and the enrollment mode is constructed and demonstrated. The research is carried out on the joint school, the large class enrollment, the Independent Enrolment, the military service law, the officer law, the labor law, the elimination of the students' placement method, and the environment for the construction of the enrollment model. It provides four basic elements: planning, recruiting, training and admissions. It is proposed that the guarantee of enrollment is a university with a joint school and a large class of enrolment; the target of enrolment is the first college students in a joint University; the time of enrollment is the first term; the way to recruit students and recruit local college students. In the same way, the standards of political trial, interview, and physical examination are relatively high; apply for the 3 months of the new training of the army before admission to the school, take the military skills and physical fitness as the main assessment and choose the best. After entering the school, the examination of the adjustment period of the military school for 3 months is carried out, with the personal performance and development potential as the main, comprehensive evaluation and timely elimination.
The armed police force, under the leadership of the State Council, is led by the Central Military Commission. It is both a police character "army" and a "army" character. It is a double role in many aspects. This is a kind of value embodiment, but also an embodiment. The enrollment of the armed police Junior Command Colleges and universities should make full use of the dual role, and the military colleges and universities and the ground. The resources of colleges and universities are integrated to train and train excellent commanding officers for the armed police force so as to better build troops, serve the people and defend the country.
