劳动制度变迁与收入阶层分配效应——新劳动法七省面板数据

【摘要】：文章利用新劳动法实施后的七省调查数据,利用最新的计量技术—重置权重复回中心映射的无条件分位数回归(RIF)和改进的Oaxaca方法把新劳动法对不同收入阶层的分配效应分解为劳动力组成效应和工资结构效应(又称作政策效应)。分解结果表明:劳动制度变迁过程中,尽管劳动力组成效应和政策效应均对各收入阶层的收入分配产生影响,但新劳动法引致的政策效应起主导作用。研究还发现,劳动者所处收入阶层位置越高,劳动力组成效应越大,政策效应越小;反之,劳动力组成效应越小,政策效应则越大。
[Abstract]:Based on the survey data of the seven provinces after the implementation of the new labor law, this paper decomposes the distribution effect of the new labor law on different income strata into the labor force composition effect and the wage structure effect (also known as the policy effect) by using the latest measurement technology-the unconditional quantile regression (RIF) of the reposition weight repeated back to the center mapping and the improved Oaxaca method. The decomposition results show that in the process of labor system change, although the labor force composition effect and policy effect have an impact on the income distribution of each income class, the policy effect caused by the new labor law plays a leading role. It is also found that the higher the position of the income class, the greater the labor force composition effect and the smaller the policy effect; on the contrary, the smaller the labor force composition effect is, the greater the policy effect is.
