“政府推动型”知识产权质押模式的创建——基于山西省科技型中小企业发展的分析

【摘要】：知识产权质押是一种新型的质押方式,它对解决科技型中小企业融资难的问题提供了新的途径。面对山西省科技型中小企业知识产权质押融资现状,结合我国知识产权质押传统模式和新型模式的对比分析可知,政府的参与、协调与推动是知识产权质押融资顺利发展的重要驱动力。为此,山西省政府应尽快制定知识产权质押融资的法律法规,完善相关政策,建立健全知识产权质押融资服务平台,真正建立起"政府推动型"知识产权质押融资模式,不断推进科技型中小企业快速发展。
[Abstract]:Intellectual property pledge is a new way of pledge, which provides a new way to solve the financing problem of small and medium-sized scientific and technological enterprises. In the face of the present situation of intellectual property pledge financing of science and technology small and medium-sized enterprises in Shanxi Province, combined with the comparative analysis of the traditional mode and the new mode of intellectual property pledge in China, it can be seen that the participation, coordination and promotion of the government are the important driving forces for the smooth development of intellectual property pledge financing. Therefore, the Shanxi provincial government should formulate the laws and regulations of intellectual property pledge financing as soon as possible, perfect the relevant policies, establish and perfect the intellectual property pledge financing service platform, truly establish the "government-promoted" intellectual property pledge financing model, and constantly promote the rapid development of scientific and technological small and medium-sized enterprises.
