石河子垦区棉纺产业集群发展研究

【摘要】：当前无论是在发达国家,还是在发展中国家,全球市场上具有竞争优势的产业,往往表现为具有明显区域特征的产业集群现象。产业集群作为当代经济世界的一个重要现象,不仅引起国内外学术界的普遍关注,而且引起各国政府决策部门和产业规划部门的极大兴趣。石河子垦区是新疆较早兴起并发展产业集群的少数地区之一,凭借其独特的资源优势和良好的区位条件全区各地已形成了众多规模不一、效应显著的产业集群。纺织业在新疆和兵团国民经济中占据着举足轻重的作用,而以轻纺为特色的石河子棉纺产业集群更是垦区最具影响力的产业。经过五十多年三代军垦人的不懈努力,石河子棉纺产业从无到有,逐步成为了支撑垦区经济发展的支柱性产业,从2000年后以来,师市政府加大了对棉纺织行业的招商引资力度,棉纺企业的效益和规模都有了质的飞跃,产业集群涵盖了从棉花采购、初加工、纺纱、织布、和少量的染整、服装和纺机等基本完整的纺织产业链,而且发展成为一个复杂有序、多层次的区域产业网络系统。本文以石河子垦区棉纺产业集群发展为研究对象,展开深入细致的个案研究。在理论研究部分中本文首先给出产业集群的定义,并概述产业集群的特点、分类、形成机制和竞争优势。随后、进入论文的实证部分。首先应用产业集群识别中的生命周期分析法,对垦区棉纺产业集群发展的历程进行了生命周期分析,得出垦区棉纺产业集群正处于成长阶段的起步期的结论,并对垦区棉纺产业集群形成因素做了初步论述。随后是对垦区棉纺产业集群竞争优势的分析,首先利用区位商法对石河子15个工业部门进行了整体评价,找出了垦区具有发展竞争优势的主导产业；其次是应用层次分析法对包括棉纺产业在内的垦区五大产业竞争优势的评价分析,最终得出石河子垦区棉纺产业综合竞争优势得0.207分,排第二位、说明在石河子垦区棉纺产业集群是有一定竞争优势的；最后对垦区棉纺产业集群发展中所面临的制约因素进行了分析。在文章的最后部分是对策建议,从政府、棉纺企业和相关行业三个角度对垦区如何进一步加快对棉纺产业集群发展提出建议和对策。
[Abstract]:At present, whether in the developed countries or in the developing countries, the industries with competitive advantages in the global market are often manifested as the phenomenon of industrial clusters with obvious regional characteristics, which is an important phenomenon in the contemporary economic world. It not only attracts the attention of academic circles at home and abroad, but also arouses the great interest of government policy-making departments and industrial planning departments. Shihezi Reclamation area is one of the few regions in Xinjiang where industrial clusters have emerged and developed earlier. Depending on its unique resource advantages and good location conditions, the whole region has formed a large number of different scales. Textile industry plays an important role in the national economy of Xinjiang and Bingtuan. The Shihezi cotton textile industry cluster, characterized by light textile, is the most influential industry in the reclamation area. After more than 50 years of unremitting efforts by the three generations of military reclamation people, Shihezi cotton textile industry has grown from nothing to existence. It has gradually become a pillar industry supporting the economic development of the reclamation area. Since 2000, the division government has increased its efforts to attract investment to the cotton textile industry, and the benefits and scale of the cotton textile enterprises have made a qualitative leap. The industrial cluster covers the basic complete textile industry chain from cotton purchasing, initial processing, spinning, weaving, and a small amount of dyeing and finishing, clothing and spinning machines, and has developed into a complex, orderly, multi-level regional industrial network system. This paper takes the development of cotton textile industry cluster in Shihezi Reclamation area as the research object and carries out a thorough and meticulous case study. In the theoretical research part, this paper first gives the definition of the industrial cluster, and outlines the characteristics and classification of the industrial cluster. The formation mechanism and competitive advantage. Then, the empirical part of the paper. Firstly, the life cycle analysis of cotton textile industry cluster development in reclamation area is carried out by using the life cycle analysis method in industrial cluster identification. The paper draws the conclusion that the cotton spinning industry cluster in reclamation area is in the initial stage of growth, and discusses the forming factors of cotton spinning industry cluster in reclamation area, and then analyzes the competitive advantage of cotton spinning industry cluster in reclamation area. Firstly, the paper evaluates the 15 industrial sectors of Shihezi by using the location quotient law, and finds out the leading industries in the reclamation area which have the advantage of developing competition. Secondly, applying AHP to evaluate and analyze the competitive advantages of five major industries in reclamation areas, including the cotton textile industry, finally, it is concluded that the comprehensive competitive advantage of cotton textile industry in Shihezi Reclamation area is 0.207 points, ranking second. It shows that the cotton spinning industry cluster in Shihezi Reclamation area has certain competitive advantage, and finally analyzes the restrictive factors in the development of cotton textile industry cluster in the reclamation area. In the last part of the article, the countermeasures and suggestions are given. This paper puts forward some suggestions and countermeasures on how to speed up the development of cotton spinning industry cluster in the reclamation area from three angles of cotton spinning enterprises and related industries.
