关中城市群产业协调发展与布局研究

【摘要】： 关中城市群聚集了陕西省80%的科技实力和73%的国内生产总值,具有带动陕西省经济快速增长的巨大潜力,是陕西省经济发展的核心主体,是国家西部大开发战略布局中欧亚大陆桥经济带的核心支撑区。关中城市群的发展得到了政府和学术界的高度关注。本文试从区域产业协调发展与布局的角度,对关中城市群的发展进行研究。本文首先运用统计数据和历史资料,对关中城市群发展的现状、产业发展的过程进行了深入分析,认为关中城市群具有明显的区位优势,包括科技力量雄厚、产业基础坚实、城市化水平较高等。但也存在着大城市缺位、城市等级不连续,中等城市数量少、发展水平低,小城市发展滞后,缺少专业化城镇等问题,并指出在产业结构演进过程中,陕西自然资源的影响起着非常重要的作用,民间创造力和第三产业的发展有待于进一步挖掘;其次,运用差异指数法和区位商法,对关中各城市的三次产业内部层次和专门化产业进行了分析评估,得出关中城市群产业发展缓慢,各产业内部不平衡,工业在关中各城市发展不平衡等结论;接着,运用系统理论和比较优势理论,研究了关中城市群产业协调发展与布局的途径,提出了“一心多极,城乡互动,域内外通开”的发展战略构想,分别对关中各城市的发展战略和产业发展方向进行了研究;最后指出,要实现关中城市群产业协调发展与布局,一方面中央政府要从政治的高度强调经济的均衡增长,要给予内陆与沿海同等的开放自由度,给予资源型产品的定价自主权,并适度进行沿海与内陆的资源平调,另一方面,地方各级政府要创造一个稳定可信的政治环境、法律环境、生态环境,吸引资金、人才的流入,给予生产要素流动的自由,保护个人、企业的财产权力,营造区域创新环境,激发出民间活力。具体措施就是建立完善的区域经济合作机制,加速产业融合进程,提高工业化质量,制定合理的产业政策,降低国有经济比重,推动市场制度变迁等。
[Abstract]:The Guanzhong urban agglomeration has gathered the scientific and technological strength of 80% in Shaanxi province and 73% of the gross domestic product. It has great potential to drive the rapid economic growth of Shaanxi province. It is the core subject of the economic development of Shaanxi province. It is the core support area of the Eurasian Continental Bridge Economic Zone in the strategic layout of the country's western development. The academic circles are highly concerned. This paper tries to study the development of Guanzhong urban agglomeration from the perspective of coordinated development and layout of regional industry.
Based on the statistical data and historical data, this paper analyzes the current situation of the development of Guanzhong Urban Agglomeration and the process of industrial development, and holds that Guanzhong urban agglomeration has obvious regional advantages, including strong scientific and technological strength, solid industrial foundation and higher level of urbanization. In the course of the evolution of the industrial structure, the influence of natural resources in Shaanxi plays a very important role in the evolution of the industrial structure. The folk creativity and the development of the third industry need to be further excavated. Secondly, the difference index method and the location commercial law are used. The internal level and specialized industry of the three industries in each city are analyzed and evaluated, and the conclusion is drawn that the industrial development of Guanzhong urban agglomeration is slow, the industry is unbalance, and the industry is unbalanced in the development of the cities in Guanzhong. Then, the system theory and comparative advantage theory are used to study the coordinated development and layout of the urban agglomeration in Guanzhong. In order to realize the coordinated development and distribution of the industry in Guanzhong City Group, the central government should emphasize the balanced growth of the economy from a high level of politics, and it is necessary for the central government to emphasize the balanced growth of the economy from the political level. On the other hand, local governments at all levels should create a stable and credible political environment, legal environment, ecological environment, attract funds, inflow of talents, give the freedom of the flow of production factors and protect the flow of production factors. The individual and the property rights of the enterprises create a regional innovation environment and stimulate the vitality of the folk. The concrete measures are to establish a perfect regional economic cooperation mechanism, accelerate the process of industrial integration, improve the quality of industrialization, formulate reasonable industrial policies, reduce the proportion of the state economy and push the change of the market system.
