【摘要】：中国是一个农业大国，农村人口占据着较大的比重，村委会做为农民基层自治组织在农民的生活中扮演着重要角色，村委会选举更是关系到农民切身利益的大事。村委会选举做为村民实现自我管理的重要措施对于建设社会主义基层民主具有重要意义，村委会选举关系到村民的切身利益，对于发展农村经济，建设和谐的乡村社会起着至关重要的作用。然而在村委会选举中贿选现象成风，愈演愈烈，反映了我国法律制度存在着严重的缺陷。由于贿选没有明确的定义，我国对于贿选未规定具体的惩罚措施等问题都是亟待解决的。目前我国的村民自治制度在实践中存在诸多问题，贿选做为其中一个问题已经成为亟待解决的难题。为实现基层民主政治健康顺利的发展，需要从根本上解决贿选问题。贿选问题已经严重影响了基层民主选举的顺利进行。贿选给当地村民带来了严重的危害，阻碍了当地农村集体经济的发展。如何有效的治理贿选已经成为广大群众普遍关心的问题，必须从法律上规范基层民主选举。本文是通过调查走访形成的一篇关于村委会选举过程中贿选现象的调查报告，通过分析相关数据得出准确的统计，通过走访发现真实的情况。调查走访的地区是北方典型的农村地区，，虽然只是部分农村村委会，并不能完全代表各类问题，但是可以从一个小的侧面反应出目前村委会选举过程中出现的最新问题和急需解决的部分问题。本文通过对相关的数据的分析，我们可以看出随着时代的发展，不仅农民的生活水平得到了大幅度的提高，农民的思想境界也得到了很大的提升。农民不再仅仅关注钱财，而是注重精神层面的提升。农民的利益关系到国家的稳定，国家加大力度对农村经济进行扶持。然而通过基层民主选举出来的干部却没有责任意识，带动广大村民发展致富，反而利用私权侵害村民的利益。农民由于缺少法律意识，信息获知途径较少，目前农民仍属于弱势群体。本文的数据及材料全部来源于最广大的农民基层群众，报告中的内容都为农村最真实的反映情况。通过调查走访找出农村基层民主选举工作中存在的问题，为农村基层选举工作的完善切实可行的建议。
[Abstract]:China is a large agricultural country, the rural population occupies a large proportion, the village committee as a grass-roots autonomous organization of farmers in the life of farmers plays an important role. Village committee election is related to the vital interests of farmers. As an important measure for villagers to achieve self-management, village committee election is of great significance to the construction of socialist grass-roots democracy. Village committee election is related to the vital interests of villagers and plays a vital role in the development of rural economy and the construction of a harmonious rural society. However, the phenomenon of bribery is becoming more and more popular in village committee elections. It reflects that there are serious defects in the legal system of our country. Because there is no clear definition of bribery election. There are many problems in the practice of villager autonomy system in our country, such as not prescribing specific punishment measures for bribery election, etc. At present, there are many problems in the practice of villager autonomy system in our country. Bribery as one of the problems has become a difficult problem to be solved. In order to achieve a healthy and smooth development of grass-roots democratic politics. The problem of bribery has seriously affected the smooth progress of grass-roots democratic election. Bribery has brought serious harm to local villagers. It has hindered the development of local rural collective economy. How to deal with bribery election effectively has become a common concern of the masses. It is necessary to regulate the grass-roots democratic election from the legal point of view. This paper is an investigation report on the phenomenon of bribery in the election process of village committee, which is formed by the investigation and interview, and obtains accurate statistics by analyzing the relevant data. Through the visit to find the true situation. The survey of the region is a typical rural areas in the north, although only part of the rural village committee, not fully representative of all kinds of problems. But from a small side can reflect the current village committee election process in the latest problems and urgent to solve some of the problems. Through the analysis of the relevant data, we can see with the development of the times. Not only the living standards of farmers have been greatly improved, but also the ideological realm of farmers has been greatly improved. Farmers no longer only pay attention to money. Farmers' interests are related to the stability of the country, and the state has increased efforts to support the rural economy. However, the cadres elected through grass-roots democracy do not have a sense of responsibility. Drive the villagers to develop and become rich, but use private rights to infringe on the interests of villagers. Due to the lack of legal awareness, farmers have less access to information. At present, farmers still belong to the vulnerable groups. The data and materials in this paper all come from the largest number of peasants at the grass-roots level. The contents of the report are the truest reflection of the situation in rural areas. Through the investigation and visit to find out the problems existing in the rural grass-roots democratic election work, for the rural grass-roots election work to improve practical suggestions.
