【摘要】：随着基本医疗保障制度的深入实施,农民工基本医疗保障权的转移接续越发凸显。农民工基本医疗保险的复杂性,统筹层次较低,各地经济的不平衡发展,信息化网络建设的滞后,严重束缚和制约了农民工基本医疗保障权的转移接续。有关农民工基本医疗保障权转移接续规定的不足,农民工就业顺畅移转的迫切需求,催生了农民工基本医疗保障权转移接续的尽快建立。全面深入分析了长三角部分地区、深圳、镇江、欧盟地区关于农民工基本医疗保险的做法,在此基础上,从逐步提高统筹层次,建立信息化系统,协调不同医疗保险制度等三种途径,提出相应的解决措施。
[Abstract]:With the further implementation of the basic medical insurance system of migrant workers, the basic medical security right transfer is becoming more and more prominent. The complexity of migrant workers basic medical insurance, the overall level is low, the unbalanced development of the national economy, the lag of information network construction, serious constraints and constraints of migrant workers basic medical insurance rights transferring. The right of basic medical insurance the migrant workers transferring provisions of the urgent needs of migrant workers employment shortage, smooth transfer, gave birth to the migrant workers basic medical insurance for transferring the rights as soon as possible to establish a comprehensive in-depth analysis. In some areas, the Yangtze River Delta Shenzhen, Zhenjiang, on the migrant workers basic medical insurance in the European area, on the basis of this, from gradually increase the overall level, the establishment of information technology three different ways to coordinate system, medical insurance system, puts forward the corresponding solutions.
