中日图书馆法规比较研究

【摘要】：每个国家都应该建立图书馆法规。图书馆立法旨在为两个方面的工作提供法律保障：一方面是为图书馆事业的健康、可持续发展；另一方面是为图书馆有效、顺利地开展各项工作。目前，虽然我国陆续颁布了多项关于图书馆的法律、法规、决定、条例、标准、通知、管理办法、工作意见等，但是却仍旧存在着诸多问题，阻碍着图书馆健康、稳定的发展。所以，本文将我国图书馆法规与日本图书馆法规进行比较分析，，旨在借鉴日本图书馆法规的先进经验，缩短我国图书馆法规与世界水平的差距。本论文共有五个部分。第一章绪论，阐述了论文的研究目的与研究意义、图书馆法规的国内外研究现状和论文使用的研究方法。第二章中日图书馆法规概况，分别阐述了日本图书馆法规概况和中国图书馆法规概况。第三章中日图书馆法规比较，主要从四个方面进行比较分析：中日公共图书馆法规比较，中日大学图书馆法规比较，中日大学图书员自律规范比较，中日图书馆宣言比较。第四章日本图书馆立法对我国图书馆立法的启示，提出四个方面的启示：健全的法规保障体系，完善的经费保障制度，法规内容的详尽性，与教育法的同步性。第五章结语，强调我国建立健全的图书馆法律体系的重要性。
[Abstract]:Every country should establish library laws and regulations. Library legislation aims to provide legal guarantee for two aspects of work: on the one hand, it is for the healthy and sustainable development of library cause; At present, although our country has promulgated a number of laws, regulations, decisions, regulations, standards, notices, management measures on the library. However, there are still many problems that hinder the healthy and stable development of the library. Therefore, this paper compares the library laws and regulations of our country with those of Japan. The purpose of this paper is to draw lessons from the advanced experience of Japanese library laws and regulations and to shorten the gap between China's library regulations and the world level. There are five parts in this thesis. The first chapter introduces the purpose and significance of the research, the present situation of the library laws and regulations at home and abroad and the research methods of the paper. The second chapter is about the general situation of Chinese and Japanese library laws and regulations, respectively, and expounds the general situation of Japanese library laws and Chinese library laws and regulations. The third chapter compares the laws and regulations of Chinese and Japanese libraries, mainly from four aspects: the comparison of laws and regulations of public libraries between China and Japan, the comparison of laws and regulations of university libraries between China and Japan, and the comparison of self-discipline norms of librarians between China and Japan. Comparison of Chinese and Japanese Library Manifesto. In chapter 4th, the enlightenment of Japanese library legislation to Chinese library legislation is put forward in four aspects: perfect legal guarantee system, perfect fund guarantee system, and detailed content of laws and regulations. Synchrony with the Education Act. The conclusion of chapter 5th emphasizes the importance of establishing a sound legal system of library in China.
