《食品生产许可管理办法》执行过程中存在的问题及改进办法

【摘要】：食品生产许可制度经过多年的不断发展和改进完善,从食品生产的源头进行监控,通过规范食品企业生产流程、统一食品生产工艺要求全面提高食品生产企业的质量安全水平、减低食品安全事件发生、推动食品工业健康持续发展发挥了积极作用。小微食品生产企业如何按法律法规的要求,建立生产场所,制定可行有效的质量安全管理体系、作业指导书、文件记录,依法依规生产出符合质量安全标准的食品,是执行过程中存在的最大问题。本论文主要根据《食品生产许可管理办法》的执行细则《食品生产许可审查通则》的两个方面:食品生产许可现场核查和食品生产许可检验项目进行论证。通过对江门70家不同的食品生产企业进行现场核查的调查研究以及多年来900多家食品生产企业的实物质量不合格产品中不合格项的比例进行总结,按照食品工程规律,从技术层面进行一般分析、具体分析和对比分析,并提出相应的改进办法。每一个产品单元设定一套科学有效的测评系统,供企业做申证可行性评测报告;对于区域密集型的食品生产行业,建立相应的行业协会,对协会内企业生产进行正确的引导和规范,整合资源,与科研技术机构合作,改善区域内食品工程技术水平,提高产品质量;借助网络的力量,每个行业建立可交流的公众平台,实现资源共享;加强食品风险评估力度,及时对相关企业发布风险预警。
[Abstract]:After years of continuous development and improvement and improvement, the food production license system has been monitored from the source of food production, and the quality and safety level of food production enterprises has been comprehensively improved by standardizing the production process of food enterprises and unifying the requirements of food production technology. Reducing the occurrence of food safety incidents and promoting the healthy and sustainable development of the food industry have played a positive role. According to the requirements of laws and regulations, small and micro food production enterprises should establish production sites and formulate feasible and effective quality and safety management systems. Operating instructions, documentation, and production of food that meets the quality and safety standards in accordance with the rules and regulations, It is the biggest problem in the process of implementation. This paper mainly according to the implementation rules of "Food production license Management measures", "General principles for the examination of Food production license", two aspects: food production license on-site inspection and food hygiene. Through the investigation and study of 70 different food production enterprises in Jiangmen and the proportion of unqualified products in the physical quality of more than 900 food production enterprises over the years, According to the law of food engineering, general analysis, concrete analysis and comparative analysis are carried out from the technical level, and corresponding improvement methods are put forward. Each product unit sets up a set of scientific and effective evaluation system for enterprises to do the feasibility evaluation report of application certificate; For regional intensive food production industries, establish corresponding trade associations, guide and standardize the production of enterprises within the association, integrate resources, cooperate with scientific research and technical institutions, and improve the level of food engineering technology in the region, Improve product quality; with the power of the network, each industry can establish an exchange of public platforms to achieve resource sharing; strengthen food risk assessment, timely release of risk warning to relevant enterprises.
