武陵源区法治工作站依法治理社会的实践创新研究

【摘要】：本文通过武陵源区法治工作站的建立探索了如何依法治理社会,从依法治理社会理念的形成引出武陵源区法治工作站这一创举,认识到依法治理社会的紧迫性,创建法治工作站的必要性。然而武陵源区法治工作站是在构建社会主义和谐社会,社会治理法治化的时代背景下的新产物。武陵源区法治工作站取得了显著的成效,具有一定的借鉴意义,为了推广武陵源区法治工作站成功经验,不断拓宽依法治理社会新思路,本文还对法治工作站提出了有针对性的对策及建议。正文由绪论和主体内容共四部分组成。绪论,以选题研究的背景、意义、现状和创新之处为引子,为武陵源区法治工作站是依法治理社会的实践创新研究做了简单的前期铺垫。第一章：通过阐述依法治理社会理念的形成三个时期,分析法治工作站成立的历史背景、历史特点及历史过程,列举武陵源区法治工作站成功依法治理社会的具体做法,总结武陵源区法治工作站取得的成效,以此说明法治工作站成立的必然性。成效概述起来有：提高了基层党组织的学习型、服务型、创新型能力；提升了中国特色的依法治理社会模式层次；通过依法治理,拉近了基层党组织与群众之间的关系；打通了基层法治建设的“最后一公里”。第二章：分析武陵源区法治工作站所面临的问题及原因,并分章节对这些问题和原因进行了阐述。目前面临的主要问题有基层法治工作普遍难以推进；工作人员工作头绪多；法治工作站的工作机制不健全等,造成这些问题的主要原因有监督机制不完善；绩效考核机制欠落实；权力与职责不相应。第三章：针对武陵源区法治工作站所面临的问题,对于如何提升法治工作站,提高依法治理社会实效,构建社会大和谐,提出了相应的对策及建议。概括起来有：一是通过加大普法宣传力度,提高全民法治意识,健全社会法制,从而提升法治水平；二是通过社会监督与专门机关监督的有机结合,健全党内外共同监督体系等手段,建立健全依法治理社会的监督机制；三是通过强化绩效考核重要性,拓展绩效考核运用范围,加强绩效考核反馈等措施,来建立健全依法治理社会绩效考核机制；四是因为依法治理社会是构建和谐社会的必然渠道,法治建设是依法治理社会的根本保障,构建和谐社会是依法治理社会的价值取向,因此要树立构建和谐社会的理念。
[Abstract]:Based on the establishment of the rule of law work station in Wuling area , how to govern the society according to law and the formation of the rule of law work station in Wuling area from the formation of the social idea according to law is a new product under the background of the times of constructing the socialist harmonious society and the rule of law . However , the rule of law work station in the Wuling area is a new product in the construction of the socialist harmonious society and the rule of law work station .

The main body consists of four parts : introduction and subject matter .

As an introduction to the background , meaning , present situation and innovation of the topic research , the introduction of rule of law work station in Wuling source area is a simple preliminary cushion for the practice and innovation of law - governed society .

Chapter One : The historical background , historical characteristic and historical process of the establishment of the rule of law work station are analyzed through the elaboration of the formation of the social concept according to law . The concrete practice of the rule of law work station in the Wuling source district has been successfully managed according to law , and the result of the establishment of the rule of law workstation is summarized . The results are summarized as follows : the learning type , service type and innovative ability of the grass - roots party organization are improved ;
To improve the level of social pattern in accordance with law with Chinese characteristics ;
The relations between grass - roots party organizations and the masses have been drawn up through the administration of law according to law ;
The " last kilometer " of the construction of the grass - roots rule of law was opened .

Chapter 2 : Analyze the problems and causes faced by rule of law work station in Wuling area , and explain these problems and reasons in the chapter . At present , the main problems are that the rule of law at the grass - roots level is generally difficult to advance ;
There are many working staff working ;
The working mechanism of the rule - of - law workstation is not perfect , and the main reasons for these problems are imperfect supervision mechanism ;
Under - implementation of the performance appraisal mechanism ;
Power and responsibilities do not correspond .

In chapter 3 , aiming at the problems faced by the rule of law work station in Wuling area , the author puts forward some countermeasures and suggestions on how to improve the rule of law work station , improve the social effectiveness according to law and construct the social harmony , and summarize the countermeasures and suggestions . One is to improve the level of the rule of law by increasing the propaganda of the public law , raising the consciousness of the rule of law of the whole people and perfecting the social rule of law ;
Second , through the organic combination of social supervision and the supervision of the specialized agencies , perfecting the common supervision system and other means of the party and outside the Party , establishing and perfecting the supervision mechanism of the society according to law ;
Third , through strengthening the importance of the performance assessment , expanding the scope of application of the performance appraisal and strengthening the feedback of the performance appraisal , we should establish and improve the social performance appraisal mechanism according to law ;
Because the law - governed society is the inevitable channel for the construction of a harmonious society , the construction of the rule of law is the fundamental guarantee of the governance of society according to law , and the construction of a harmonious society is the value orientation of the society according to law , so it is necessary to establish the idea of constructing a harmonious society .
