东营西郊现代服务区综合执法问题研究

【摘要】：伟大的文学家雨果曾经说过:"下水道是城市的智慧和良心。"近年来,随着我国城市化建设的持续推进,高楼大厦、地标建筑等"面子工程"吸引了人们更多的注意力,而下水道等"里子工程"却少受关注。因为一个小小的井盖,鲜活的生命被吞噬的悲剧时有发生,这就对新时期的城市管理和执法工作提出了更高的要求。作为一名长期在基层政府工作的执法人员,笔者见证了政府管理创新的步履轨迹,结合三年来重返校园的学习经历和所思所得,对所处的东营西郊区域的综合执法改革进行了系统的探究和分析。本文重点研究了东营西郊现代服务区综合执法体系,从执法依据、职能整合、队伍建设、监督制约等方面进行深入分析,结合地域特色,"定制" 了东营西郊现代服务区专属的综合执法对策和建议,以期对综合执法领域的创新探索提供些许的帮助。论文的第一部分引入的是选题意义、研究方法、论文的重点难点和创新点,并对国内外的文献进行了综述和评价。第二部分界定了综合执法的相关概念,介绍了相关的管理理论。第三部分介绍了东营西郊现代服务区综合执法机制的背景和运行现状。第四部分分析了东营西郊现代服务区综合执法存在的问题,并探究了其原因。第五部分选取了国内外部分综合执法案例,进行了分析、对比和总结。第六部分从"区域定制"的角度,提出了完善东营西郊现代服务区综合执法机制的对策建议。
[Abstract]:The great writer Hugo once said, "sewers are the wisdom and conscience of a city."In recent years, with the continuous development of urbanization in China, "face works" such as high-rise buildings and landmarks have attracted more attention, but less attention has been paid to the "inner subprojects" such as sewers.Because of a small manhole cover, the tragedy of the devouring of fresh life occurs from time to time, which puts forward higher requirements for urban management and law enforcement in the new era.As a law enforcement officer who has been working at the grass-roots level for a long time, I have witnessed the track of government management innovation, combined with the learning experience and thinking of returning to school in the past three years.The comprehensive law enforcement reform in the western suburb of Dongying is systematically explored and analyzed.This paper focuses on the comprehensive law enforcement system of the modern service area in the western suburbs of Dongying, and makes an in-depth analysis from the aspects of law enforcement basis, functional integration, team building, supervision and restriction, etc.Combined with the regional characteristics, the author "customizes" the special comprehensive law enforcement countermeasures and suggestions for the modern service area in the western suburbs of Dongying, hoping to provide some help for the innovation and exploration in the field of comprehensive law enforcement.The first part of the paper introduces the significance of the topic, research methods, the key difficulties and innovations of the paper, and the literature at home and abroad are reviewed and evaluated.The second part defines the related concepts of comprehensive law enforcement and introduces the relevant management theory.The third part introduces the background and current situation of comprehensive law enforcement mechanism in Dongying western suburb.The fourth part analyzes the existing problems of comprehensive law enforcement in the modern service area of Dongying and western suburbs, and probes into its reasons.The fifth part selects the domestic and foreign part comprehensive law enforcement case, has carried on the analysis, the contrast and the summary.The sixth part puts forward the countermeasures and suggestions to perfect the comprehensive law enforcement mechanism of the modern service area in the western suburb of Dongying from the angle of "regional customization".
