晋江市公安机关执法规范化建设研究

【摘要】：随着我国社会的不断发展,社会环境和执法环境都发生了深刻的变化,这些变化对公安机关的执法规范化提出了更高的要求。公安执法规范化建设研究,就是针对现阶段公安执法工作中存在的不足,探索加强公安机关执法规范化建设的新途径,以促进整个队伍的发展和整体执法水平的提高,使公安执法规范化建设获得良性健康的发展。研究和探讨新形势下公安执法规范化建设,对于促进我国法制建设、加强各级公安机关执法水平和执法能力,改善警民关系,维护人民群众利益,具有突出的理论意义与现实价值。论文以晋江市公安机关执法规范化建设为研究对象,主要采用文献法、调查研究法及比较分析法,综合运用行政执法等相关理论,阐述了公安执法规范化建设的内涵和主要内容,指出了晋江市公安机关执法规范化建设中存在的问题,如民警随意执法、滥用职权、办案工作透明度差、涉案财物管理混乱等,并分析了导致问题存在的原因主要有执法规范化意识不强、执法信息化程度不够、执法监督体系不完善和队伍建设方面重视力度不够等四个方面。论文借鉴了国外发达国家和国内发达地区公安执法规范化的先进做法和经验,提出通过加强公安执法意识的培育、完善公安执法制度建设、推进执法工作信息化建设、加强公安执法监督体系建设、加强公安执法队伍建设等五个方面的对策和建议,以提高晋江市公安机关执法规范化建设水平。
[Abstract]:With the continuous development of our society, the social environment and law enforcement environment have undergone profound changes. These changes have put forward higher requirements for the standardization of law enforcement by public security organs. The research on the standardization construction of public security law enforcement is to explore a new way to strengthen the construction of law enforcement standardization of public security organs in order to promote the development of the whole team and the improvement of the overall level of law enforcement, in view of the shortcomings existing in the present public security law enforcement work. To make the standardization of public security law enforcement to obtain a sound and healthy development. To study and discuss the standardization construction of public security law enforcement under the new situation can promote the construction of our country's legal system, strengthen the law enforcement level and law enforcement ability of public security organs at all levels, improve the relationship between the police and the people, and safeguard the interests of the people. With outstanding theoretical significance and practical value. This paper takes the standardization construction of law enforcement of public security organs in Jinjiang as the research object, mainly adopts the literature method, the investigation method and the comparative analysis method, and synthetically applies the relevant theories such as administrative law enforcement and so on. This paper expounds the connotation and main contents of the standardization construction of public security law enforcement, and points out the problems existing in the standardization construction of law enforcement of public security organs in Jinjiang, such as the arbitrary enforcement of law by the police, abuse of power, poor transparency in handling cases, confusion in the management of property involved in the case, and so on. The main reasons for the problems are that the awareness of law enforcement standardization is not strong, the degree of law enforcement information is not enough, the law enforcement supervision system is not perfect and the team building is not paid enough attention to. This paper draws lessons from the advanced practices and experiences of the standardization of public security law enforcement in developed countries and developed regions of China, and proposes to improve the construction of public security law enforcement system and promote the informatization construction of law enforcement work by strengthening the cultivation of public security law enforcement consciousness. In order to improve the standard construction of law enforcement in Jinjiang City, we should strengthen the construction of public security law enforcement supervision system and strengthen the construction of public security law enforcement team.
