农地产权视域下的家庭农场培育研究

【摘要】：改革开放以来,以家庭联产承包为主的责任制、统分结合的双层经营体制极大地促进了我国农业生产的发展。但是伴随着农业兼业化、农民老弱化、农村空心化、土地细碎化等问题的出现,农业规模化生产的呼声越来越高。与专业大户、农业企业、农民合作社相比,家庭农场能够有效地解决农民专业技能不高、合作社员搭便车、农业生产过程难以监督等困难,实现规模经营,有效地提高农业生产率。农地作为扩大农业经营规模最重要的生产资料,对于家庭农场的发展十分重要。我国农地产权存在的一系列问题大大限制了家庭农场的发展,因此有必要从农地产权的视角来研究家庭农场的培育和发展。在阐述当前我国农地产权现状的基础上,分析农地产权残缺带来的农地流转困难、融资困难和收益下降等问题,并从农地确权、农地交易市场、财政补贴和金融支持4个方面提出对策来有效培养家庭农场。
[Abstract]:Since the reform and opening up, the double management system, which is based on the household contract system, has greatly promoted the development of agricultural production in China. However, with the emergence of problems such as concurrent agriculture, the weakening of farmers, the hollowing of rural areas and the fragmentation of land, the voice of large-scale agricultural production is getting higher and higher. Compared with large professional households, agricultural enterprises, and farmers' cooperatives, family farms can effectively solve the difficulties of farmers' low professional skills, hitchhiking for cooperative members, difficult supervision of the agricultural production process, and the realization of large-scale management. Improve agricultural productivity effectively. Agricultural land as the most important means of production to expand the scale of agricultural management is very important for the development of family farms. A series of problems existing in the property rights of farmland in China have greatly restricted the development of family farms, so it is necessary to study the cultivation and development of family farms from the perspective of farmland property rights. On the basis of expounding the present situation of farmland property right in our country, this paper analyzes the problems of farmland circulation, financing difficulty and income decline caused by incomplete farmland property right. Four aspects of financial subsidy and financial support put forward countermeasures to effectively train family farms.
