基于质量市场准入的茶叶行政许可研究

【摘要】：相关茶产品是否应该纳入食品市场准入认证之中?茶叶的质量安全系数应该如何衡量?这些成为目前茶叶市场争议的重点。然而目前我国茶产业较为分散,主要是以茶叶适宜种植的南方地区为主,几千万的茶农工作在采茶工作的第一线,政府对茶农利益保障的相关出台政策满足不了现阶段的要求,因此本文将拟从质量市场准入的相关要求出发,分析目前将茶叶纳入食品质量市场中所面临的困难,并基于质量市场准入的要求,进行茶叶行政许可的研究。
[Abstract]:Should relevant tea products be included in food market access certification? How should the quality safety factor of tea be measured? These become the focus of the current tea market controversy. However, at present, the tea industry in our country is more dispersed, mainly in the south, where tea is suitable for planting. Tens of millions of tea farmers work in the front line of tea harvesting. The relevant government policies on the protection of the interests of tea farmers cannot meet the requirements of the present stage. Therefore, this paper will start from the relevant requirements of quality market access, analyze the difficulties faced in the integration of tea into the food quality market at present, and based on the requirements of quality market access, carry out the research of tea administrative license.
