农村土地承包经营权抵押贷款评估测度研究

【摘要】:随着农用地经营权改革的深入和流转市场的建立,农用地经营权抵押活动也逐步兴起,这有效地缓解了农业企业融资难的问题。在农用地经营权抵押贷款过程中,农用地经营权的价值非常关键,它直接影响到银行的放贷金额,影响农民的收益。本文在归纳农用地经营权特征和抵押目的等相关资产评估理论的基础上,对目前评估理论认识上的模糊性和评估参数确定的困难性进行了梳理和分析,认为农用地经营权抵押评估中应该使用抵押贷款价值类型,指出评估目的是在保证银行盈利性和安全性的前提下,确定农用地经营权的真实价值,为抵押人(农业企业)能取得合理的贷款金额提供参考意见。
[Abstract]:With the deepening of the reform of the management right of agricultural land and the establishment of the circulation market, the mortgage of the management right of agricultural land is rising gradually, which effectively alleviates the problem of financing difficulty of agricultural enterprises. In the process of mortgage loan of agricultural land management right, the value of agricultural land management right is very important, which directly affects the loan amount of bank and the income of farmers. On the basis of summarizing the characteristics of the management right of agricultural land and the purpose of mortgage, this paper analyzes the fuzziness of the current evaluation theory and the difficulty of determining the evaluation parameters. The paper thinks that the value type of mortgage loan should be used in the mortgage assessment of agricultural land management right, and points out that the purpose of the evaluation is to determine the real value of agricultural land management right on the premise of ensuring the profitability and safety of the bank. For mortgagors (agricultural enterprises) to obtain a reasonable amount of loans to provide reference.
