我国公共租赁住房分配制度研究

【摘要】:公共租赁住房是针对既不符合廉租房申请条件和经济适用房购买条件,又不符合限价商品房购买条件,处于廉租房、经济适用房和限价商品房之间的边缘群体。公共租赁住房制度实现了中低收入群体的全面覆盖,完善了保障性住房体系,但却面临着政府职能缺失、保障对象界定不明确以及分配程序不健全等诸多分配机制混乱问题,这些问题很大程度上制约了公共租赁住房的保障功能和作用的发挥。因此,建立长效、可持续的分配机制是公共租赁住房保障制度的关键。 本文采用了文献资料分析、比较分析和功能分析等研究方法,主要通过研究国外公共租赁住房分配机制的理论及实践经验、在结合分析国内部分城市公共租赁住房分配现状的基础上,从公共租赁住房分配机制主体、对象和其他组成部分出发,分析公共租赁住房分配机制的建立的必要性,而且提出一些符合本国国情的,能够解决“夹心层”群体住房分配问题的公共租赁住房具体分配措施。 本文共分为四个部分论述。第一部分主要从整体上对公共租赁住房的基本界定进行了把握,了解到公共租赁住房的重要地位以及分配是其“惠民”政策的关键之所在。因此,在本文第二部分具体论述了公共租赁住房的分配制度的构成,并详细说明了主体职能缺失、配租对象界定模糊、配租方式单一以及分配程序不合理是制约其发展的主要障碍。紧接着,第三部分对国外公共租赁住房的分配实践进行了梳理,总结出国外的有益经验:强化政府的主导作用、完善法律法规以及注重保障水平的层次性。他山之石,,可以攻玉,在系统整理国外有益经验之后,落实到我国的公共租赁住房分配制度的完善上。所以,第四部分在我国公共租赁住房分配制度现状的基础上,参照国外的有益经验,提出了从政府要积极履行职责、扩张保障对象、转变配租方式以及完善分配程序四方面来完善我国公共租赁住房分配制度的具体措施。
[Abstract]:Public rental housing is a marginal group between low-rent housing, comfortable housing and limited price commercial housing, which does not meet the low rent application condition and comfortable housing purchase condition, and also does not accord with the limited price commercial housing purchase condition. The public rental housing system has realized the comprehensive coverage of the middle and low income groups and improved the affordable housing system, but it is faced with many problems such as the lack of government function, the unclear definition of the guarantee object, the imperfect distribution procedure and so on. These problems restrict the function and function of public rental housing to a great extent. Therefore, the establishment of a long-term, sustainable distribution mechanism is the key to the public rental housing security system. This paper adopts the methods of literature analysis, comparative analysis and function analysis, mainly through studying the theory and practical experience of the allocation mechanism of public rental housing abroad. Based on the analysis of the present situation of the allocation of public rental housing in some cities in China, this paper analyzes the necessity of the establishment of the allocation mechanism of public rental housing from the main body, object and other components of the allocation mechanism of public rental housing. And some specific allocation measures of public rental housing which can solve the problem of "sandwich layer" group housing allocation are put forward. This paper is divided into four parts. The first part mainly grasps the basic definition of public rental housing as a whole, and finds out that the important position and distribution of public rental housing is the key to its policy of "benefiting the people". Therefore, in the second part of this paper, the composition of the distribution system of public rental housing is discussed in detail, and the lack of the main function and the vague definition of the object of rent allocation are explained in detail. Single lease allocation and unreasonable distribution procedures are the main obstacles to its development. Then, the third part combs the allocation practice of foreign public rental housing, summarizes the beneficial experience of foreign countries: strengthen the leading role of the government, improve the laws and regulations and pay attention to the level of security. After systematically sorting out the beneficial experience of foreign countries, the stone of other mountains can be used to perfect the allocation system of public rental housing in our country. Therefore, the fourth part on the basis of the current situation of public rental housing distribution system in our country, referring to the beneficial experience of foreign countries, put forward that the government should actively perform its duties and expand the object of security. The specific measures to improve the allocation system of public rental housing in China are to change the way of rent allocation and perfect the distribution procedure.
