论转基因食品安全的国家监管

【摘要】：近年来,转基因食品已经成为一个被经常提及的词汇,其社会认知度也日益增加。转基因食品相对于传统食品的优势在解决食品短缺、保障食物安全、促进人类健康、保护生态环境等方面。但是目前因为转基因食品在食品安全性上的潜在风险尚不确定,出于对食品安全的顾虑,政府对转基因食品的食品安全性进行监管就显得尤为必要。在这种情况下,如何对转基因食品的安全性进行监管就变成了首要问题。在我们一直以来对我国转基因食品在其食品安全性上进行的国家监管中,我们可以看出,包括政治、法律和行政等在内的一些工具和手段使我们主要运用的,我们通过这些工具的运用制定管理转基因食品安全的法律制度,设置了相关的监管机构。但是,我国在这些相关机构的设置上还有相关法律制度的设置与执行上目前仍然存在很多的不足之处,当前的监管工具仍然需要进一步的完善与系统化。本文通过分析政府监管手段,并将此理论应用到对转基因食品安全监管中去,建议通过完善立法和社会公众监督体系,拓展公众参与途径以及建立健全国际协调机制等途径来建立完整的转基因食品国建监管体制。
[Abstract]:In recent years, GM food has become a frequently mentioned word, and its social awareness is increasing. The advantages of GM food over traditional food are to solve the shortage of food, to ensure food safety, to promote human health, and to protect the ecological environment. However, because the potential risk of GM food in food safety is still uncertain, it is particularly necessary for the government to supervise the safety of GM food because of concerns about food safety. In this case, how to regulate the safety of GM food becomes the primary issue. In our national supervision of the food safety of genetically modified foods in our country, we can see that some tools and means, including politics, law and administration, have made us mainly use. Through the use of these tools, we have established a legal system to regulate the safety of GM foods and set up relevant regulatory bodies. However, there are still many deficiencies in the establishment and implementation of the relevant legal system in our country, and the current regulatory tools still need to be further improved and systematized. By analyzing the means of government supervision and applying this theory to the safety supervision of genetically modified foods, this paper suggests that the legislation and the public supervision system should be improved. In order to establish a complete national regulatory system of genetically modified food, we should expand the way of public participation and establish and perfect the international coordination mechanism.
