新《种子法》实施中的种子市场管理难点以及制度创新

【摘要】：随着社会经济的快速发展,农业产业化也得到迅猛发展,种子产业化是农业产业化的重要支柱,这就要求种子管理部门明确责任与义务,规范化引导种子产业健康、持续发展。对2016年修订的新《种子法》及种子管理部门在新《种子法》实施中的种子市场管理难点进行解读、分析,并针对种子管理部门当前状况提出制度创新思路,以促进种子市场管理的规范化及种子产业化的快速发展。
[Abstract]:With the rapid development of social economy, agricultural industrialization has also been developed rapidly. Seed industrialization is an important pillar of agricultural industrialization, which requires the seed management department to make clear the responsibility and obligation, to standardize and guide the seed industry to develop healthily and sustainably. This paper interprets the new seed law revised in 2016 and the difficulties of seed market management in the implementation of the new seed management department, analyzes on the difficulties of seed market management, and puts forward some ideas for institutional innovation in view of the current situation of seed management department. In order to promote the standardization of seed market management and the rapid development of seed industrialization.
