上海市共有产权保障住房管理研究
[Abstract]:Through the "support" of the common property right in Shanghai, it helps the families with certain ability to pay and can obtain the property right on the basis of the government's "help" in the face of the dilemma that the price of the commodity house is rising rapidly and can not be borne. Because the security housing management is more complex, involves many departments, links, but also involves the welfare of low- and middle-income families and the important mission of the government social security, the important degree can be seen. This paper focuses on the management status quo of Shanghai's shared property rights housing, starting with the sub-links of admission criteria, application review, housing source management, waiting for housing selection, post-supply management and exit mechanism. This paper summarizes and analyzes the basic situation of the housing management of the common property right in Shanghai at present, and analyzes and studies the main problems and their causes one by one. By reading a large number of domestic and foreign documents and referring to the experience of housing security at home and abroad, this paper finds out the enlightenment to the housing management of the common property right in Shanghai, and discusses the suggestions for the improvement of each link of the housing management of the common property right in Shanghai one by one. This paper is divided into five chapters. The first chapter introduces the research background and significance of this paper, summarizes the current research situation and literature at home and abroad, and expounds the research ideas and methods of this paper. The second chapter is the theoretical framework of the full text. It mainly introduces the basic concepts of housing and management of mutual property rights, the theory of social security, the theory of market and government relations and the theory of fairness and efficiency. The third chapter mainly from the admission criteria, application audit, housing management, waiting for housing, after the management and exit mechanism and other dimensions, and describes the current main problems and the reasons behind the problems. The fourth chapter introduces the formation, development, main system and characteristics of housing security system in Britain, Japan, Singapore and Hong Kong, Beijing and Shenzhen. Summary above experience to Shanghai common property right safeguard housing system design enlightenment. The fifth chapter tries to put forward the countermeasures of housing management in Shanghai.
