【摘要】：正决策权是国家公权力的最重要表现形式之一,也是使用最为广泛的权力。但是,我国目前对各级党委政府的决策权尚无有效的制约手段,决策权限和决策程序处于无法可依状态。实践中随意决策、错误决策、决策不负责任等现象十分普遍。完善权力监督制约体系,必须首先规范重大决策行为,实现决策法治化,科学合理界定各级政府和党委的决策权,健全完善决策机制,推进
[Abstract]:Positive decision-making power is one of the most important forms of national public power, and it is also the most widely used power. However, at present, there are no effective means to restrict the decision-making power of Party committees and governments at all levels in our country, and the decision-making authority and decision-making procedure are in a state that can not be followed. In practice, arbitrary decision-making, wrong decision-making, decision-making irresponsibility and other phenomena are very common.
