土地督察信息公开的风险影响评价——以专项督察制度为例

【摘要】：研究目的:以专项督察为例,剖析国家土地督察信息公开所带来的社会风险,并借此为优化其公开方式提供借鉴。研究方法:对《国家土地总督察公告》中专项督察公开的案例进行梳理和分析,运用logistic模型分别从土地管理官员和群众的角度分析导致案件公开风险的因素。研究结果:土地督察信息公开的及时性、多样性、互动性和广泛性有待加强,土地专项督察中重大土地违法信息公开的需求与风险并存,且信息公开风险受到公开时间、内容和方式的影响。研究结论:要充分掌握信息公开主动权,加大投入进行土地督察信息公开建设,信息公开前的保密审查机制以及公开后的舆情监测机制亟待建立。
[Abstract]:The purpose of this study is to analyze the social risks caused by the information disclosure of national land inspectors, and to provide a reference for optimizing their open ways. Research methods: combing and analyzing the cases of special inspectors in the announcement of National Land Chief Inspector, and using logistic model to analyze the factors that lead to the risk of case publicity from the angle of land management officials and the masses. Research results: the timeliness, diversity, interactivity and extensiveness of information disclosure of land inspectors need to be strengthened, and the needs and risks of major land illegal information disclosure in land special inspectors coexist, and the risk of information disclosure is open. Impact of content and manner. Research conclusion: to fully grasp the initiative of information disclosure, increase investment in the construction of information disclosure of land inspectors, the confidential review mechanism before the information disclosure and the monitoring mechanism of public opinion after disclosure should be established urgently.
