风险社会下食品安全监管体系研究

【摘要】:随着一系列食品安全问题的出现,食品安全早已经进入公众视野,引起公众心理恐慌,对食品市场的完善监管已刻不容缓。目前我国的食品安全政府监管体系已经建立,但仍存在很多漏洞,无法满足公众在食品质量方面的需要,因此社会生活中群众对于食品市场的不满逐渐暴露出来,并引发双重信任危机,信任危机的背后是没有实现负责任的转化和任意透支的结果。加强政府机构对于食品安全的监督管理力度,进一步完善食品安全市场机制,促进资源的优化升级,提高监管效率,维护公众的生命健康,建设服务型政府和高效政府,增强政府社会公信力,促进我国食品市场的健康发展,对处于社会转型期、战略调整期、矛盾凸显期的中国具有重要社会意义。 本文以总—分—总方式为写作框架,运用了文献研究法、对比分析法、理论研究法、实证分析法的写作方法,从理论和实践的双重视角分析了食品安全政府监管体系。本文首先介绍了食品安全监管体系的基本概念、特征及其构成。接下来从理论研究入手,提出了政府监管食品安全的理论依据,即社会理论、外部性理论、公共物品理论、信息不对称理论作为执法理论依据,对各理论进行了剖析,使其与政府监管食品安全的实践相结合,同时也阐述了食品安全监管的政策、法律依据。再次,对国外的成功经验进行研究分析,并从中找出值得借鉴的做法。最后针对食品安全监管体系现状及存在问题展开分析并相应的提出了解决此些问题的对策方案。
[Abstract]:With the emergence of a series of food safety problems, food safety has already entered the public vision, causing public psychological panic, and it is urgent to improve the supervision of food market. At present, the government supervision system for food safety has been established in our country, but there are still many loopholes that cannot meet the needs of the public in food quality. Therefore, the dissatisfaction of the public with the food market is gradually exposed in the social life. And lead to double trust crisis, which is the result of no responsible transformation and arbitrary overdraft. To strengthen the supervision and management of food safety by government agencies, to further improve the food safety market mechanism, to promote the optimization and upgrading of resources, to improve the efficiency of supervision, to safeguard the life and health of the public, and to build a service-oriented government and an efficient government. Strengthening the public credibility of the government and promoting the healthy development of China's food market are of great social significance to China, which is in the period of social transformation, strategic adjustment and prominent contradiction. In this paper, the author uses the methods of literature research, comparative analysis, theoretical research and empirical analysis to analyze the government supervision system of food safety from the perspective of theory and practice. This paper first introduces the basic concept, characteristics and composition of food safety supervision system. Then, starting with the theoretical research, the paper puts forward the theoretical basis of food safety supervision by the government, that is, social theory, externality theory, public goods theory, information asymmetry theory as the theoretical basis of law enforcement, and analyzes each theory. It combines with the practice of government supervision of food safety, and also expounds the policy and legal basis of food safety supervision. Thirdly, the successful experiences of foreign countries are studied and analyzed, and the methods worth learning from them are found. Finally, this paper analyzes the current situation and existing problems of food safety supervision system and puts forward corresponding countermeasures to solve these problems.
