城市运行安全管理法治化:困境与进路

【摘要】：传统粗放型的管理模式已无法适应现代城市运行安全管理的需要。随着国家治理的转型和国家社会管理职能的转变,代表现代城市管理的最有效的管理手段——法治便成了不二的选择。推进城市运行安全管理法治化,必须坚持法治原则,在"依法治国"的指引下统筹各种进程安排,同时完善城市运行安全管理中各种体制机制,才能最终实现城市运行安全管理的法治化。
[Abstract]:The traditional extensive management mode can not meet the needs of modern urban operation safety management. With the transition of national governance and the transformation of national social management functions, the rule of law, the most effective management means representing modern urban management, has become an indispensable choice. To promote the legalization of urban operational safety management, we must adhere to the principle of rule by law, coordinate all kinds of process arrangements under the guidance of "governing the country according to law," and at the same time perfect all kinds of institutional mechanisms in urban operational safety management. In order to finally realize the city operation safety management of the rule of law.
